Dec. 2002 till 6th. Jan 2003. High decibel music in range of approx. 7 kms radius (24 hrs. except on the 27th & 28th. Dec. 2002) An amount of Rs. 2.5 lakhs was paid to the Chief Minister's BJP party fund for which he made a personal visit to Ozrant, Vagator to make a check on the security arrangements for the Christmas season, at a time when there was a scare that a bomb would be placed there because of the Israeli tourists. An amount of Rs. 4.00 lacks (per night ) was being paid to the police right from the Top cop to the lowest as I was told by one of the organizers/DJ's Mr. Pramod Walke, so I could go to hell and complain as much as I wanted. HE WAS RIGHT THE PARTIES DID NOT STOP. 13TH. Jan. 2003 Call Anjuna & Mapuca Police Stn. After 22.00 hrs. no action taken. I call DIG of police on his mobile 9822125801 as well as his res. No. 2223335 right from 23.00 hrs till the next day 22.00, 14th. Jan 2003 says he will look into the matter. No action was taken whatsoever. Whenever you call him he says call control rm. Pjm. Control rooms reply "Our job is only to pass on the message to the concerned police stn" DIG started to threaten me that he would have me arrested for disturbing him for complaining about the Acid Parties. (14th night). The music continues till next day 15th. Jan. 2003. If I complain about loud music at temples in Assagao, or Anjuna he calls me communal. Says the police are very lenient to the church. 1st. March 2003 High decibel music at Somnath temple Assagao 10 am to 22.30 hrs. (Organised by Pramod Walke). No action taken. Acid party also on from 1st. March till 4th. March. Umpteen calls to all police stations, Anjuna, Mapuca, Control room Panjim, as well as the DIG. Seems to have had no effect. The DIG has adopted a new strategy just shut off all his phones so that you cant get to him if he identifies your no. on his phone. 5th. March, 2003. Party starts at 22.00 hrs., call police stations, Anjuna, Mapuca , Cntrl. Room Panjim, as well as DIG. No action taken till time of writing this letter 6th. March 2003, time 14.30 hrs. Question to ponder about. Are there separate rules for Acid/Rave parties which run throughout the day and night? Are there separate rules for Hindus and Christians or any other different communities? Does he have the right to be lenient for one community, or should he as a low enforcer take suitable action? Will the police and the government individually compensate us for any medical damages suffered as a result of this high decibel music? How does the DIG of police expect the Anjuna police to take action when they themselves as well as the local Acid party MLA, Mr. Dayanand Mandrekar allow it for a price? Mind you parties as well as temples have these high decibel sounds throughout day and night for the last few years ( are organized by Pramod Walke, who last year gravely assaulted and attacked a Police Inspector Gundu Naik and another police man who had tried to stop these parties). I have only high lighted some of them. Comments: GEAG (Goa Environment Action Group) would like to clarify as under: That a call from Mr. Desmond Alvares was received at 01.45 hrs. 6th. March, 2003 informing the undersigned that an Acid Party was in progress with devastatingly loud music. That he has called the Anjuna, Mapuca police stations, the control room as well as the DIG of police. Implores with the undersigned to do something. The undersigned called up the control room, Panjim and spoke to the office in charge Mr. Gaonkar after identifying himself. Mr. Gaonkar said he will inform the Anjuna police station immediately. The undersigned then called Mr. Wilson D'Souza of the Anjuna PS on his mobile (9422058053) and informed him the venue of the party in progress as Ozrant. Vagator. He said he would confirm the same from the Anjuna PS, as he was on duty in the mobile van and would check this out. The undersigned then tried to raise the DIG of police on his mobile as well as his land line phone. There was no response. At 11 am 6th. March, the undersigned was informed by Mr. Desmond Alvares that the Acid party was still in progress. It is then that the undersigned alerted the Herald, the Navhind Times and the Gomantak Times. At 17.30 hrs 6th. March, 2003, Mr. Desmond Alvares visited the undersigned with the above two reports. He also stated that the Acid party was still in progress when he left his residence. (F.C. Lobo, Hon. G.S, GEAG). (2) Desmond Alvares,H.No. 470, Dossoxir,Assagao, Bardez-Goa. 1st. March, 2003 To, The Police Officer in charge, Anjuna Police Station. Sub: Noise Pollution with high decibel loud speakers at illegal Somnath Temple, Dossoxir, Assagao. Sir, This is to inform you that today 1st. March, 2003 (Saturday) the loud music at the above mentioned temple started at 10 a.m. On a query with the Anjuna Police person who answered the phone Mr. Mahale, he was unable to tell me if there was a licence issued or not. The reply was that he would send someone to check into it. Mr. Pednecar the other police person replied that it would continue till 10 p.m. We have many senior citizens, and children, some of whom are heart patients who have undergone a heart operation, residing in the vicinity . We residents of this village had to endure this high decibel music right upto 23.30 hrs. Again after calling your police station, and much persuasion that a complaint no. can be issued over the telephone at about 16.00 hrs that a complaint no. 96 was issued to me, but no action was taken. At about 16.30 hrs, I received a telephone call from one Temple committee member Mr. Pramod Walke and his brother, who started abusing and swearing at me and my family members in the filthiest language, threatening me that he would bring 50 people and kill me and my family members. I view these threats very seriously. Mr. Pramod Walke of Bounta vaddo, Assagao is responsible for the high decibel music that is played at the Rave/Acid parties in Anjuna which can be heard within a 7 km radis. This is the type of high decibel music he plays at the illegal Somnath Temple. If you recollect it was one Police Inspector by name Mr. Gundu Naik and another policeman who was attacked and assaulted by none other than Pramod Walke, when he went to stop one of these parties. If Pramod Walke and company can attack police personnel what is the fate of peace loving citizens like us, today the police, tomorrow it could be us. He did threaten that if I put the complaint in writing he would put an end to me and my family members. The hallmark of a good and efficient police force is being quick and responsive towards the needs of its citizens. My request is that action should be taken against this man, who has not only vitiated the peace in this area but also using threats to get his way. Thanking you, Yours sincerely, Sd/- Desmond Alvares. Encl: Copy of letter dt. 14/1/03, to Dy. S.P. Mapusa. Comments: GEAG (Goa Environmental Action Group) would like to clarify that SDO, who is the licence issuing authority requires the applicant for the licence to obtain the NOC from the Dy. S.P's office. This NOC is returned to the SDO by the office of the Dy. S.P. on the strength of which the SDO issues a licence in duplicate. The duplicate is returned to the SHO for information and perusal. (F.C. Lobo, Hon.
