EVERYONE is talking about improving Panjim these days. Here's something 
that flies from the top of my hat...
        
        o GIVE PANJIM a efficient urban transport system.
          The shambles of public transport means everyone uses
          their own vehicles, making town transport a mess.
        o GET ALL the buildings and homes to be compulsorily
          white-washed or painted once a year.
        o PEDESTRIANISE the more shopping-oriented areas, for
          easy walking access (e.g. 18th June Road)
        o SUCH ROADS could allow for roadside cafes, provided
          there is no excessive clutter
        o EXCESSIVE HORN-USE by vehicle drivers should be
          strictly fined
        o PANJIM BADLY needs more playgrounds for children
        o OUR LIBRARIES are dying... specially reading-rooms
          for newspapers/mags which once played a good role
        o BAND-STANDS need to be resuscitated for entertainment
          of the citizen and encouragement to the musicians
        o COMMUNICATIONS IN Goa's state capital is in poor state.
          Buses leaving Panjim wind up operations by around 8 pm
          or earlier. Last-night buses need to continue later
          into the night, at least connecting main towns. More
          post-offices / postboxes would help improve
          communications in Panjim.
        o PANJIM needs (i) a good map (ii) specialist shopping
          centres (selling traditional products) (iii) permanent
          shopping fair (iv) conference facilitation centre
          (iv) Locker-facilities for passing-through tourists
          (v) noise-pollution controls (vi) improved water
          transport, e.g. on the Betim side (vii) listings of
          what's on (in the culture field specially) in the town...
