Information Technology And E-Governance
Sir, Goa is on the way to become the first "intelligent state" in the country. We have taken significant steps to achieve this objective. The IT council comprising eminent personalities is steering the IT initiatives of the government. A Task Force for Good Governance has been constituted which will lay down the broad framework to achieve the objective of good governance including e-governance. The task force has already identified 20 government departments which are being taken up for complete computerisation in the next year. In order to ensure standardisation and economy in procurement of hardware and software the IT Department will act as the nodal procurement agency. Adequate funds have been provided for this purpose. GOANET, a wide area network is shortly being made operational for connecting all the government departments. This will enable availability of information pertaining to individual departments at any location in the state. 30 information kiosks under the name 'mahiti ghars' are being set up to deliver identified services to the citizens at their doorsteps. The coverage of these 'mahiti ghars' will be extended further. For giving a clear direction for the development of IT sector in the state, a comprehensive IT policy is under finalisation. Various new IT projects are being taken up. These include Hi-Tech Habitat Centre at Dona Paula and Cyber City. Government is also considering a proposal to establish a Special Economic Zone (SEZ) in Pernem taluka. An office of Software Technology Park of India (STPI) has been set up in December, 2002 in Goa to facilitate the approvals required for various projects from Government of India. Land has already been allotted to STPI for setting up their high speed communication facilities which should be operational in about 18 months.
