BUDGET FLATTERS: Goa's spurting public debt notwithstanding, Chief Minister Manohar Parrikar on March 25 presented a budget for the year 2003-04 packed with schemes, schemes and more schemes. The most striking scheme of these government largesses of sorts, was the massive Rs.50-crore package announced by Mr Parrikar for what he termed as "retention, generation and encouragement" of employment in industrial and agro-based sectors. The budget for Rs.3,155.8 crore was presented in the Goa Assembly. In his budget speech, Mr Parrikar, who is also the finance minister, also laid thrust on developing infrastructure, tourism, sports, social and agriculture and allied sectors. (H)

"IT'S A DAMP SQUIB": Congress Legislative Party spokesperson and MLA Jitendra Deshprabhu has termed the budget presented by Chief Minister Manohar Parrikar as a "damp squib". Fund allocation to health, infrastructure development and IT should have been higher, said Deshprabhu. "Agriculture has been totally neglected at the hands of this government," he charged. (GT)

SOME OF THE PROPOSALS TO GENERATE REVENUE: New retail licences up from Rs.10,000 to Rs.25,000. Hike proposed in IMFL, wines and beer, as also in licences of wineries, breweries and distilleries. 20 percent on online and other lotteries. Entry tax of Rs.200 per head in gambling joints. A one percent health surcharge on Excise duty and licence fees. Hike in life-time tax on non-transport vehicles. Cess on use of government property to lay cables. (GT)

�TO HELP ALCOHOLICS: The Chief Minister, Mr Manohar Parrikar, has in his budget intended to take restrictive measures to minimize the proliferation of new outlets selling liquor and proposed to change the excise duty structure. Mr Parrikar said that while revenue generation is an important consideration, he was not oblivious to the ill effects of drinking. (NT)

CALM DESCENDS IN KUWAIT: As United States and British forces wage a fierce battle across the border to free Iraq from the dictatorial regime of President Saddam Hussein, Kuwait in contrast, remains relatively calm and safe. The initial panic that sent citizens and expatriates of this oil-rich State scurrying into safe shelters and emergency rooms every time sirens rang out to warn of each firing of the ten Iraqi long-range Scud missiles last Thursday, has lessened. The rush at supermarkets and long queues outside bakeries witnessed on the eve of "Operation Iraq Freedom" have stopped. Factories and working establishments are functioning as usual and the crowds at Kuwait Airport of expatriate families seeking to leave the country have decreased. SIX OF A FAMILY CONVICTED: Judicial Magistrate First Class at Quepem convicted six persons of a family for rioting and assault. According to the prosecution case, on 7 September 1996, accused Xavier Fernandes, his brothers Remet and Santiago, sister Succorina, mother Caitana, wife Cyrila, Constancio Braganza and Ashok Naik formed and unlawful assembly, trespassed into the house of Leopold D'Costa and assaulted his family with weapons like chopper, iron rods, swords and dandas. ONE MURDERED AT CURCA: One Rohidas Kuttikar was murdered in a bar brawl at Curca on March 25 evening. He was whacked on the head with a danda (heavy stick) by one Dhaku Narvekar, following arguments over drinks. (H)

...FOR FORCING A GIRL TO CONSUME PESTICIDE: Colva police on March 25 nabbed Schubert D'Souza (19) on charges of forcing a girl to consume pesticide after she snapped friendship with him. The accused, arrested at Majorda, allegedly confessed having coerced her to consume the liquid, besides assaulting the girl, who is admitted in the GMC Hospital and is due to answer her SSC examination later this month. "BETTER TO WIND UP": Replying to a question by Giovanni Karl Vaz that Rs.3.5 crore sanctioned to MMC had remained unutilized but not lapsed, Chief Minister Manohar Parrikar stated yesterday (March 25) that it would be better to wind up the Mormugao Municipal Council and instead appoint an administrator. Elaborating on the issue he stated that the council members were more interested in toppling games rather than taking up development works. (GT)

"STOP POLLUTING MANDOVI": Lauding the efforts of the Panjim Municipal Council in its campaign for garbage free Panaji city, Nationalist Congress Party general secretary Surendra Furtado has urged for a similar effort to arrest the pollution of the Mandovi river by motorists and two-wheeler riders dumping garbage wrapped in papers and plastic bags into the river. Furtado states that vehicle owners arriving even in posh cars stop midway on the bridge and drop garbage into the river. (GT)

EXHIBITION OF CLASS PROJECTS: An exhibition of class projects, art and craft was held at Mater Dei Institution, Saligao, recently. Students created outstanding working models such as oil rigs, power resources, earth's rotation and revolution, pollution, water electrolysis, etc. (GT)

SAND EXTRACTION IRKS PALE PANCHAYAT: Pale sarpanch Arjun Tilve has urged the Mines and Industries department to stop sand extraction that has been allowed to be carried out in the Terekhol river bed at Kiranpani, as the eco-unfriendly activity is likely to ruin the eco-system of the river. Tilve has also pointed out that migrant labourers engaged in sand extraction activity have been staying un unhygienic slums on the river front, posing a threat to the health of the Pale villagers. "NOISE POLLUTION" IN MAINA-CURTORIM: Maina Curtorim village panchayat gram sabha held on Sunday resolved that the panchayat should make a letter to the deputy Collector, Salcete, regarding the noise pollution being caused by the Ayyappa Seva Sangham at Reliance Estate Colony, Furandongor. (GT)

RITUALS, COLOUR MARKS GULAL AT ZAMBAULIM: Religious ceremonies and sprinkling of colour marked the festival of "Gulal" on Tuesday (March 25) as thousands of devotees from all over Goa and neighbouring states celebrated the festival with traditional fervour at Zambaulim-Quepem. (H)

SAIL'S BOOK: National Book Trust, India, in collaboration with Goa Konkani Akademi and Kala Academy, Goa, will release the English version of "Kali Ganga", a Konkani novel written by eminent writer Mahableshwar Sail, at the Black Box of KA, at 5 pm on 28 March.

MARIO TO EXHIBIT IN CUBA, BRAZIL: Renowned cartoonist Mario Miranda, is on his way to Havana-Cuba for an exhibition of his drawings on Goa, which has been sponsored by the Indian Council for Cultural Relations. From Havana the exhibition travels to Sao Paulo Brazil. From Sao Paulo the exhibition will go to Londrina, organised by Dr Eduardo Judas Barros, eminent academic in charge of Indo-African studies in the University of Londrina. The exhibition will also be held in Salvador de Baia and Rio de Janeiro. Miranda will show the similarity that exists between Goa and the two countriesCuba and Brazilnamely language, landscape, the people, music and the entire ambience. (H)

MASCARENHAS' CARICATURES: Ignatius Mascarenhas, a retired engineer by profession but who worked very closely with print media--Indian Express, United Press of India and Sita Communicationspaved a way for his entry into the 2003 edition of the Limca Book of Records. Mascarenhas has a collection of over 500 caricatures drawn. An exhibition of his caricatures will be held at the Savior of the World High School in Loutulim on 29 March between 11 am and 1 pm and 4 pm and 7 pm and on 30 March from 9 am to 1 pm and 4 pm to 7 pm.
