PANCHAYAT STATUS FOR TALEIGAO: After nearly a decade, Taleigao will be reverted to the status of a panchayat from today (April 1). Partly implementing the provisions of the City of Panaji Corporation Act, 2002, the new panchayat includes various represented by four councilors: Julie D'Silva, Tony Pinto, Agnelo Silveira and Nicholas Fernandes. The councilors are automatically appointed as panchas of the newly-formed body. Reversion of the panchayat area, which were part of the Panaji Municipal Council, was an election pledge of Town and Country Planning Minister Atanasio Monseratte, a coalition partner of the Parrikar government, to his voters. PMC ELEVATED TO CORPORATION: The controversial City of Panaji Corporation Act comes into effect from April 1 elevating the Panjim Municipal Council to a municipal corporation and giving panchayat status to Taleigao. This was announced in two separate extraordinary notifications issued on Monday evening. (H)

KA MEMBER SECRETARY'S FACE BLACKENED: The Kala Academy may have witnessed finest dramas staged on its premises but there is no parallel to the dramatic scenes that it encountered on Monday (March 31) afternoon, when aggrieved activists of Goa Hit-Rakhan Manch stormed the Kala Academy shouting slogans to protest against the appointment of two tabla teachers from Maharashtra. The activists protesting and shouting, coloured Member Secretary Shantaram V Rane black and blue. In a similar incident, the Manch activists also gheraoed Dr HK Malaviya, managing director of Goa Meat Complex. His face was painted black by the activists who stormed his office at Campal. (H)

11 HELD FOR RIOTING: The Panaji town police arrested 11 persons for rioting, trespassing, assaulting and confining a government servant. The sub-divisional police officer, Mr Waman Tari, disclosed that the persons arrested claimed to be the members of the Goa Hit-Rakhan Manch. (NT)

OPPOSITION CRITICALLY ANALYSES BUDGET: Budget 2003-04, presented by Chief Minister, Manohar Parrikar, last week, came under critical scrutiny in the Goa legislative assembly on Monday during a general discussion on it. Senior legislator Dr Wilfred de Souza warned the government that the State was entering into a debt-trap. "Goa's total public debt in 1994-95 was Rs.572 crore but today it stood at Rs.1784 crore," Dr de Souza said. Leader of the Opposition Pratapsing Raoji Rane expressed grave concern over what he called "flight of capital" away from the State. (H)

HIGH ON SCHEMES, LOW ON IMPLEMENTATION: Deputy Leader of Opposition, speaking during the debate on the Goa Budget 2003, said the Parrikar government had announced a plethora of schemes vis-�-vis the last three budgets but many of them were yet to see the light of the day. He sought to know about the status of schemes from Parrikar's first budget. (GT)

UNPAID WATER BILLS: The non-payment of water bills amounting to Rs.4.02 lakh to the PWD has begun to haunt the Margao Municipal Council. The PWD has again reminded the civic body to clear the outstanding bills, pertaining to the water used for the Municipal fish market. (H)

VARSITY TO CONFER LLB HONOURS: Students of the five-year professional LLB (Honours) degree course at VM Salgaocar College of Law, Miramar, can heave a sigh of relief as Chief Minister Manohar Parrikar stated that they would be bestowed with LLB honours by the University of Goa and that the course is recognized by UGC and the Bar Council of India. This reply came during the Question Hour on Monday (March 31) to a question raised by Aldona MLA Dayanand Narvekar. (H)

CM JUSTIFIES EXTENSIONS: Chief Minister Manohar Parrikar on Monday justified the grant of extensions to around 13 retired government officers for reasons of experience/expertise and support to the administration till new officers gained the required experience. (H)

PROPER TOILETS FOR SCHOOLS: All primary schools in Santa Cruz constituency will be provided with proper toilet and drinking water facility by June this year, according to an assurance given by Chief Minister Manohar Parrikar to MLA Victoria Fernandes, while replying to a starred question tabled by her in the Goa assembly. COMPUTER TECH EDUCATION: The Central government has devised a new scheme to strengthen computer technology education in select schools across the country. As part of this project State governments, Kendriya Vidyalayas and Navodaya Vidyalayas are given a certain number of schools to be developed as "Smart Schools". One of the major objective of the Smart School is to ensure integration of information, communication and technology with day-to-day functioning of the vidyalaya. (NT)

DEMAND FOR ABOLITION OF CONTRACT SYSTEM: Around 700 workers employed at the Public Works Department in various categories working for the last many years on permanent and perennial nature of operations, marched in Panaji yesterday under the leadership of AITUC demanding immediate abolition of the contract system of employment in the PWD. CAUGHT STEALING: The police yesterday nabbed a minor red-handed who had broken into a shop of Rajendra Arsekar at the Old Market In Margao and recovered Rs.5954 from him. (GT)

CONSTRUCTION LABOUR KILLED: The police in Margao are on a lookout of two persons for allegedly murdering their colleague, Shankar (25), in building under construction. (GT)

GIRL DROWNS: A 3-year-old girl, Yashoda Laxmi Gawali, was sent by her father to fetch milk. As she was returning from her errand, she slipped and fell into a canal at Chandor and got drowned. (GT)

MAN HANGS TO DEATH: Eighty-year-old Jaidev Raghoba Satardekar of Gaunsavaddo, Mapusa, committed suicide by hanging himself to a rafter with the help of a saree on Monday morning. Police suspect that frustration may have led Jaidev to commit suicide as he had not been keeping in good health in recent times. (H)

PHONE THREATS: Gregorio Rosario Godinho, a 55-year-old transport operator from Panchawadi, has claimed that he has been receiving telephonic calls since March 17 threatening that he would be cut into pieces if he were to step into Sanvordem, where he runs his business. (H)

STUDENT ASSAULTED: An assault on a girl student by a policeman's wife in the premises of a higher secondary school was a hotly discussed issue in Navelim. It was revealed that her husband, Mr Rajesh Naik, was also accompanying the alleged accused, Marianinha Naik, when she assaulted Ms Carmela da Fonseca, a HSSC student. The police complaint stated that Ms Carmela was slapped by the accused over some family dispute. (NT)

THEFT IN CUNCOLIM: Unknown culprits broke into the house of one Vaz in Cuncolim and decamped with gold, cash and a cordless phone, all valued around Rs.58,000. (H)

FIRST PHASE OF MARATHI BHAVAN: The first phase of the Marathi Bhavan, opposite Azad Bhavan, Porvorim, is on the verge of completion. (GT)

MUTATION APPLICATIONS: Like elsewhere in the State, mutation cases have gone on-line in Salcete taluka with the office of the Mamlatdar receiving around 300 applications till date since it started a month ago. The concept of on-line mutation has minimized the role of the talathis at the village level in effecting changes n the mutation records. (H)

DRUGS, CIGARETTE CARTONS SEIZED AT DABOLIM: Instead of picture postcards, a growing number of foreign tourist leaving Goa now opt for a dangerous mementodrugs. On Sunday, Customs officials found 19 kg of assorted drugs (Viagra, sleeping pills and vitamins valued over Rs.2 lakh) neatly placed in a pouch in the specially stitched trousers worn by a passenger, Lynch Peter Thomas. Later during the day, officials effected yet another seizure of 200 cartons of cigarettes in three suitcases belonging to an unidentified English national traveling by another flight. (H)
