the goa delegation did not lose out on a ny opportunity. The idea was not to hardsell Goa at Cannes, but to let the industry know the state government's seriousness of purpose in having the event in Goa. as u know, a formal announcement is to be made in New Delhi soon, and only after that, the process really begins.
