This is in connection with the advertisement in the local daily (Herald - June 19, 2003 - Pg 13) issued by the Goa Legislature Secretariat inviting comments and suggestions on the proposed Goa Lokayukta Bill 2003, the final date of receiving such comments and suggestions being 20th. July, 2003. In the advertisement the e-mail address of the Secretary Legislature is given as [EMAIL PROTECTED] The e-mail letter was sent to the Secretary Legislature at the given e-mail address copied to your good self and the Governor or Goa on 17th June, 2003. It was undelivered. Today, the undersigned got the telephone numbers of the Secretary Legislature through Raj Bhavan's telephone operator ( the same being not available on the blue pages of the telephone directory). When contacted, the Secretary Legislature Mr. S.A. Narvekar advised the undersigned that since there is a duplication of the email address at rediffmail.com, emails should be addressed to [EMAIL PROTECTED] The concerned e-mail letter was immediately forwarded at the corrected address. The result has been the same. Now, Sir, we would like to ask you a very pertinent question. Is this really the e-governance that your government is promoting? Why is the public being fooled at this level, when an important bill is at stake? A lot of e-mailed suggestions and comments pertaining to this important "Goa Lokayukta Bill, 2003" will have remained undelivered, if at this late stage, it is found that the advertised email address in incorrect or perhaps non existent. The Bill is a serious matter. When such comments and suggestions were solicited over the e-mail, it was the duty of the government, least, the Secretary Legislature, to check the validity of the publicised email-address. The Secretary, Legislature has a valid e-mail address or he does not. We suggest that your government should come clear on this count. The Goa Lokayukta Bill 2003 at best should seriously look at the current Secretary, Legislature as its first client, notwithstanding. We shall anxiously await your reply as also your response to the e-mail letter forwarded to you requesting extension of time to submit comments and suggestions.
