IT HAS come to the notice of the Government that the office
bearers of Communidade are issuing NOCs to persons for
construction of residential/commercial premises on
Communidade land at their own level, and contrary to the
provisions of the Code of Communidade. As per the procedure
prescribed under Chapter IV Article 153 the Code of
Communidades, any person interested in the allotment of
Communidade land should make an application to the
Governor of Goa and the application has to be routed through
the Communidade concerned.... However, the office bearers of
the Communidade by acts of omission and commission have
violated the provisions rampantly and have been
responsible for the growth of illegal constructions on
the Communidade land. Government has therefore taken a
serious view of allotment of land by bye-passing (sic)
the provisions of the Code by fraudulent means. All such
persons who are recipients of Communidade land are
hereby warned that they are in occupation of such land at
their own risk and they are liable to be evicted at any
time by the Government. The Government will not
show any leniency in this matter and will not be
