When it comes to issues relating to public, government officials are found either to ignore or take it easy, to attend to them. This was amply demonstrated at a recent Merces gramsabha meeting held at Merces, where government officials failed to turn up for the meeting.
The Merces Village Panchayat members had invited the electricity and the PWD engineers for the gramsabha meeting to listen to the problems of the villagers, but none of the officials attended, some of the panch members told this paper.
The BDO observer too was not present for the meeting. 18 proposals relating to developmental activities were received by the village panchayat.
At the outset the panchayat approved minutes of the last gram sabha with a host of suggestions and corrections. Dy Sarpanch Girish Uskaiker, pointed out that most of the resolutions passed were implemented or the work had been started, baring few of them.
He further promised to send all the remaining resolutions to the concerned authorities. The villagers protested over the construction of the drainage, a proposal put forward by the voters of Gaunchebhat and Bamon Bhat, which according to them were not carried out by the builders as per the developmental plan.
A proposal in connection with the drains and shifting of the wells at Baman Bhat were later passed unnanimously. The Save Merces Spring issue was also discussed and the villagers thanked the panchayat for initiating the work of its restoration with the help of Merces Civic and Consumer Forum.
While raising the issue of health the villagers found that the doctors at the Primary Health Centre, Corlim, either tried to shift the responsibilities or run away from the problems.
With no action being taken even after two meetings with the health officers the panchayat passed a resolution, "to display on the notice board within one week" the list of all the construction sites in Merces and to inform the villagers on the number of health cards issued by the Health Officers.
The increase in rental charges by the BSNL was stoutly opposed by the villagers. It was decided to find out from the telecom department as to how they had classified Merces into an urban area. The gram sabha passed a resolution asking the Sarpanch Vishwalata Kalangutker to lead a delegation alongwith the members of Merces Civic and Consumer forum to the Chief Manager of the BSNL.
The issue to maintain space for road widening was also discussed. It was decided that illegal constructions coming up on these areas be checked with the help of PWD and accordingly reserve these areas for road widening. -------------------------------- HERALD 4/9/03 page 5 --------------------------------
