I have not been asked to pay airport tax in Mumbai (perhaps it is included in the ticket price?). I guess there is no airport tax in Goa from domestic flights.

Sounds like a reasonable idea.
Rs. 20/- per head for people using air travel does not seem exorbitant. Even Rs. 50/- per head seems O.K. to me.
Why has this not been implemented?
Some airports in Canada (e.g. Vancouver) charge a lot, lot more. The money is used to improve/expand the airport.

So--600 charter flights are expected!
Why don't the Dabolim Airport Authorities introduce an Airport tax of say
20 rupees per head.This should be a one time fee only.That revenue could
generate income to subsidies urgently required renovations.That Dabolim
Airport is a definitely sore sight for tourist and visitors
arriving/departing. This airport tax is not new. It is a very effective
method done all over the world.
