This is to bring to your kind notice the difficulties faced by the people affected by the this PDA. Files pertaining to the NOCs for the sale deeds of built-up areas in respect of the residential building situated in Moira, already under occupation well before the PDA was inflicted on Panchayat areas were inwarded to the PDA after the verification of the documentation through the Member Secretary Mr. Wagle himself. Most unnecessary but mandatory inspection of the concerned building was carried out at the cost of transporting the site inspector from the PDA's office in Panjim to the site and back. There after the processed files are awaiting the final signature of the Member Secretary. In the thick of the unprecedented confusion this newly formed PDA is subjected to , with hundreds of people zeroing on the PDA office to get clearances, the Member Secretary has been allowed to go on leave of indeterminate days leaving the chair vacant. In the absence of the PDA Chairman, who is believed to be out of stations, no one at the PDA knows as to when the replacement of the Member Secretary will be effected. The result is that files are piling up for the signature of the Member Secretary. There after, there will be the inherent departmental delays in typing out the NOCs, where the department will find itself short of typing staff in view of this artificial work-load. Kindly therefore, advise your Government's intentions in this regards, whether a replacement to the Member Secretary will be assigned or if the public have to wait until the Member Secretary resumes his duties after completion of his leave period. This PDA formation has been objected to, in the first place, for the following reasons which were anticipated would bring in bad rather than good governance. 1. That this PDA (Mapusa) is ill conceived as it duplicates the role of the existing Town & Country Planning Department (Mapusa) and the PWD. 2. That this PDA is enforced on all areas falling under its jurisdiction from day one without properly setting up its functioning vis-a-vis qualified/dependable staff members who can satisfy the various queries of the public on guidelines. 3. The guidelines are ambiguous and misleading resulting in duplication of work and harassment of the public. 4. The guidelines for obtaining NOC for Sale Deeds for built-up areas already under occupation vide occupancy certificates from local authorities and falling before the date of inclusion into this PDA is pure duplication of work, resulting in untold harassment and unnecessary expenditure to concerned parties. 5. The indifferent work culture and arbitrary handling of work by the staff members who themselves are not aware of the guidelines puts a citizen at a great disadvantage, resulting in bad governance and harassment. 6. Payments of above Rs. 500/- (Rupees five hundred only) are to be made in Mapusa Bank. This involves unnecessary traveling from Panjim to Mapusa and back resulting in frustration and harassment of the citizen. 7. Certain village areas such as in Siolim Constituency, Siolim from Siolim-Marna Panchayat has been excluding while Marna is included in the PDA. In Tivim Constituency, Camurlim, Revora & Nadora have been excluded, giving the impression that this has been done to appease certain political interests. 8. Even blue prints of plans are required to be notarized which is ridiculous and an expensive and time consuming proposition. 9. Before processing the file for NOC, inspection of the site at the cost of the client is mandatory. That means the site inspector has to be transported to the site and back to the PDA office at Panjim. This puts additional burden on the citizen. For already built-up areas under occupation, this becomes duplication and unnecessary. This shows that the government has no faith in its own work and its own departments. 10. And, above all, the formation of this PDA goes against the grain of 73rd and 74th Amendments to the Constitution of India.
