Sahani said, "Dussehra symbolises the triumph of virtue over evil. It is an occasion for us to dedicate ourselves to do whatever we can to preserve and promote virtue and righteousness, and to fight against all evil." Parrikar said, "Dussehra is a popular festival in Goa celebrated with great pomp and enthusiasm with active participation of all communities thus promoting a sense of national integration and unity." CM DEFENDS NOTICES TO MEDIA: Chief Minister Manohar Parrikar yesterday told the Goa Assembly that he had full respect for the freedom of press and that he had initiated legal notices in personal capacity and not in the capacity of the chief minister. He claimed that he had a right to file defamation suit under Article 89 of the Constitution against those persons who attempt to defame his name and image in the public. The personal freedom cannot trampled by the freedom of the press, he asserted. (GT) 'HERALD' EDITORIAL REFERRED TO PRIVILEGES PANEL: The Speaker of the Goa Legislative Assembly, Mr Vishwas Satarkar, has referred the editorial in the 'Herald' dated October 3 titled 'Partisan Presiding Officer', to the Committee of Privileges on the grounds that prima facie the contents cast reflection on the Speaker amounting to a breach of privilege and contempt of the House. (H) CM'S KIN SERVERS NOTICE TO MEDIA: The 'Herald' along with all the other newspapers printed and published in Goa have received a legal notice from Dattaprasad Lawande, acting on behalf of Prakash Shankwalkar, managing director of Sim Chem Pvt Ltd. The legal notice states "that news reports have been published under the heading 'White paper is cover-up operation: Cong' which contains certain defamatory statements against his client Prakash Shankwalkar. (H) GOVT FUMBLE OVER OPA CHLORINATION: The government yesterday found itself in an awkward position during the question hour while replying to a supplementary posed by Dr Wilfred de Souza with regards to the source of supply of common salt used by its for the cholorination purpose at Opa. The leader of the Opposition, Mr Pratapsingh Rane, urged the treasury benches to let the Opposition know the source of the purchase of salt, adding further that if the salt was from Merces it was sub-standard. (NT) HOUSE REPORT ON GARBAGE PLANTS: Urban Development Minister Digamber Kamat yesterday submitted the House Committee report for setting up the common facility garbage treatment plants in both the districts in Goa. The committee has recommended that the government should earmark minimum 3 lakh sq metres of area at each of the selected sites-Bendordem in South Goa and Colvale-Camurlim in North Goa. (GT) NEW HOUSING SCHEME FOR HOMELESS: The State Government yesterday announced that its new housing plot allotment scheme for homeless people would be implemented by November this year with precautionary measures incorporated so as to curb malpractices and illegalities which have plagued similar schemes in the past. The statement was made by the Chief Minister during Question Hour on the concluding day of the Assembly Session. (H) 23 DIED OF AIDS: The Health Minister, Dr Suresh Amonkar, yesterday informed the State legislative assembly that 23 AIDS patients died in Goa during the last eight months. Besides, he said, the government would soon establish two community health centres, one each in North and South Goa Districts to treat AIDS patients. (NT) NOCS FOR WATER, POWER CONNECTIONS TO GO: CM Manohar Parrikar yesterday assured the Goa Assembly that a legislation or ordinance would be enacted soon to exempt individuals from obtaining no objection certificates from the village panchayat or municipality for availing electricity and water connections to their residences. (GT) MALE BODY RECOVERED: Pernem police recovered the body of Seby Coutinho (38) of Navelim at the Ashvem beach in Mandrem. Seby was employed as a waiter in a hotel at Calangute. He was last seen in an intoxicated condition, according to the police. (H) DRYING UP OF NATURAL SPRINGS LAMENTED: The age-old natural springs are drying up and sacred groves (devrais) in the Goan countryside are vanishing. We are running after a false image of Goa created for the fancy tourist and in the process destroying our habitat. Lamenting the colossal neglect of natural springs and the rapid growth of the municipal tap-water and bottled water industry, Rajendra Kerkar, a teacher, asked students to protect and learn from the traditional knowledge accumulated by our ancestors. Kerkar was speaking at the Vividha Vidya Pratishthan's Memorial High School. In another lecture Joseph M Pinto, executive editor, Gomantak Times, introduced the concept of Dnyan Prabhodini.
