Dear Tim, Your response to Aires' "Goa .. the way forward" is adequate and relevant.
However, I think you do not fully know the criteriA on which the CM is elected to hold that office in our present democratic system. Our system of elections does not allow a person to run for CM. One has to FIRST win the assembly elections in a particular constituency to become the MLA. It takes 21 out of 40 MLAs to form the Government. And these 21 will decide who will become the CM. The CM that will be chosen will be chosen for his ability to satisfy the needs of all the other 20 MLAs, whether he likes it or not. Even if you have a CM ( a person who can be projected to be the future CM) who will be a person worth in Gold, s/he might not get elected to be the MLA. The need to hold this chair is the support of individual MLAs who constitute the figure of 21. If one goes, the CM falls. In these days of avarice and greed, the demands made of the CM are such that even a Popely CM will have to give way to unjust demands just to stay in power. (Example: Manohar Parrikar . He has given in, and is giving to the demands just to stay in power longer so he can put his saffronisation programme in place by using official government machinery. He will discard the attachments once he has consolidated his position). The Salary of the CM or the ministers is not the problem here. It is the mass mis-management and graft ridden system of tendering of public contracts that is the problem. The maintenance of a huge ministry is a problem. presently 14 ministers and another 6 or 8 with cabinet ranks enjoying ministerial perks). What we require in Goa is a SYSTEM of governance put in place. That SYSTEM of governance must be transparent and accountable and RESULT ORIENTED (as a party policy of governance) . No future new dispensation (government formation) should be allowed to touch this SYSTEM if it is not contributing to the further improvement of the SYSTEM. In this case, the roll of the CM and his cabinet becomes ceremonial and limited to effectively running the SYSTEM and improving on it. THEREFORE, the 'resistance' offered to any Government seeking to change the SYSTEM to suit its purpose must come from the end users of this SYSTEM, which is the electors/public/citizens.That means bureaucrats too must resist any change in the SYSTEM which will reduce the effectiveness of the SYSTEM. What you are talking about is a DISCIPLINED GOVERNMENT. And this can only happen if POLITICAL PARITES, individually, who field the candidates are DISCIPLINED. So how does one make out if the a particular party is disciplined? It cannot rest on the individual discipline and ethics of the members of the executive of the party. They may be absolutely and totally disciplined. But they can be neutralised by the unjust demands as explained above. The discipline that the people of Goa must be looking at is the CONSTITUTION of this party. What it allows and what it does not allow. Election Manifestoes and promises and personal ethics goes to the wind if these GUARANTEES are not written down in the Party's CONSTITUTION. If you want more on this, then I personally invite you to check out the Constitution which is displayed at www.goasu-raj.org particularly art(s) 34, 38, 40 & 41 . Art. 41 gives the permanency to the others in the wake of arbitary amendments later. That means that this party can be disolved and made null and void by just one member of the party if any of these sensitive articles which are sealed from amendments are touched, ever. In respect of the above, you tell me if you will be needing to look for a CM or a Disciplined Political (Regional) Party for Goa. If it is the later, you already have it in GOA SU-RAJ. btw "SU" means 'GOOD' and "RAJ" means "GOVERNANCE" Therefore, the party is thus named.
