Thank you Floriano for your second post.

In order for thr NRIs to stop constantly criticizing the state of Goa, it is important that we DO SOMETHING! Not only to stop the criticism but also to try and help our ancestral land in a tangible way.

I am not convinced that the Goan NRIs cannot achieve political change in Goa - for the better.
Look at Israel. The Jews in the USA have a very big say on how Israel is run (and, sad to say, also vice-versa!). The Chinese community overseas played a large part in the opening up of their economy - and their politics.

Why not us?

Here is another thought.
The government thinks that the NRIs are important because they have gone through the trouble of setting up an NRI cell. I think it would be more effective if they allowed the Goan NRIs to be officially represented in the legislature. I know that NRIs cannot debate or vote in the legislature but just to give NRIs a seat with "observer status" would, I think, be a step in the right direction. It would demonstrate that the NRIs are important to Goa for one. I think a simple "order in council" or similar mechanism could achieve this.

Tim,
I was going to reply to your query. But that is unnecessary now.
George has said it all.
I only want to say one thing though.
Politics cannot be changed or overly influenced by NGOs. They too have their
own agendas. Besides, most NGOs are looking for doles from the Government,
and, by virtue of that, from the Politicians in power.
The thing to do is to replace bad (read selfish) politics with good
(transparent) politics.
