The Anti-Smoking Law in Goa is most vague.
How smoking in an open airy area like a beach can cause harm to anyone else is beyond my comprehension.
But don't fret too much. Tell your wife, and her friend, to smoke away on the beach and in public places as long as they do NOT cause any indirect discomfort to others. The Anti-Smoking Law is rarely implemented. If some over zealous cop approaches you just confidently quote some mumbo jumbo like " Article 17 A of the Indian Constitution gives non-citizens the undeniable rights of coitus interruptus and self-cleaning carburetors!" That should dazzle him and he will slither away.
If that don't work try a Rs. 100/- note. Worth it, considering the fine is much higher.
