EXTENSIONS & CONTRACT APPOINTMENTS: CAG MEETS GUV A delegation of the Citizens Action Group led by Convenor Premanand Lotlikar today ( Septmber 17) met Goa Governor Kidar Nath Sahani at Raj Bhavan and submitted a memorandum urging him to exercise his constitutional powers and order an immediate Judicial Inquiry to unravel the truth behind the granting of extensions to Government Officers and the Contract appointments made. Governor Sahani told the delegation that he was personally against extensions and assured to look into the matter.
The delegation consisting of Margao Councillors Auda Viegas, Ethel Lobo, Adv. Aires Rodrigues and former Colva Sarpanch Agnelo Pereira told the Governor that the persistent current practice of the Goa Government of granting extensions of service to officers attaining the age of retirement is an injustice to the younger officers and to the unemployed youth. The delegation impressed upon the Governor that Government's discretion in granting extensions and making contract appointments should be invoked only in highly exceptional cases when a suitable replacement cannot be found or for a very specialised and highly technical post. Governor Sahani was told that granting of extensions it defeats the very principle of lowering the retirement age from 60 to 58 which was designed to offer promotional avenues to the younger generation. The delegation requested the Governor to order an inquiry into the functioning of the Goa Public Service Commission, which sadly has no independence and isde-facto not autonomous. The delegation complained that interviews conducted by the Goa Public Service Commission are a mere eyewash and that it is common knowledge by now that the candidate to be appointed is selected much before the recruitment procedure begins.
