Dear Netters, Last night I watched the Narakasura Carnival-by-Night organized by the Nav Yuvak Mandal from the Mapusa Taxi stand to Khorlim Xim via the Police station . Nothing wrong with that...except that loudspeakers were used well beyond midnight with police bandobust available to [catch your breath]prevent it from being stopped by anyone who might want to have them enforce the central Environment Protection Act and the Goa Noise Pollution Rules,2002 notified thereunder or even the archival law, the Madhya Pradesh Sound and Noise Act and rules thereunder. I do not remember seeing the date notified among the exemptions to the enforcement of the law. Grist for the Goa Foundation and Floriano Lobo,the pioneer campaigners on this issue.
I woke up this morning and saw the Narakasura that was mounted on a mini-truck for the parade last night was right outside my residence. The evil is still with us on Diwali day. In fact it appears to be with us round the year. The photo of Narakasur that we featured on the front page of "Mapusa Plus" Diwali Special issued today could have been clicke last night. It wasn't. It was photographed last year! The Narakasura is going through two of the "3 Rs" of Waste Management 'Recycle' and 'Re-use'. Affluence prevents the third "R" from being possible. How can one "Reduce" opulent displays of Narakasuras when our purses are 'obese' ? And the "Narakasura No.1" continues to be Avelino Pinto of Peddem-Mapusa, the 'catholico diabolico'[universal devil], who stands accused of 'grave sexual assault' under Section 8,sub-section(2) of the brand new "Goa Children's Act,2003" [ I have posted the extracts of the law on the net earlier and they are also available in the Diwali issue of the free sheeter,"Mapusa Plus" throughout Bardez ] We must help sustain the interest in the "test case" under the new Act and obtain a conviction. Well begun is half won...we must win the other half together with the Police,Directorate of Prosecution, Department of Women and Child Development,Bailancho Saad, ARZ,CRG and all other organizations and individuals. Otherwise, we will find these narakasuras also growing in size,numbers and sophistication with the passage of time. Let our '3 Rs' be "Remove,Refuse,Reduce" for the rapists and child molesters. Stop Sexual Assault. Period. Happy Diwali. Let there be light in our lives..and in the lives of our children....always! Viva Goa.
