Dear Goanetters, The Goa Children's Act,2003, is a wonderful piece of legislation. Goa has set a wonderful trend. I have posted in this regard earlier to the Secretary[WCD] and Goanet as also written about it in the MAPUSA PLUS[circulation 5000 copies, monthly, free, Bardez only] Diwali issue. However, all that is worthless if the 'Rules' are not framed and notified under the Act,if no 'Children's Court' is set up,if no permanent 'Medical Board'[ex-officio,with alternate members in case of absence of one or more members] is in place and if there is no rehabilitation of the victim and her family. Bal Niketan cannot be a permanent solution to the victim's plight.
We have to get moving. The Goan public is watching the test case. The paedophiles are watching this case. Will we fail the test ...and ourselves in what we set out to do while framing the law ?The time to act is NOW. If not , let us just repeal it and revert to the Indian Penal Code and the Criminal Procedure Code .....and pray that God may punish the rapists and the paedophiles the same way as the 50 year old rapist who is paralysed waist downwards.
