Guess not Fred. The population is choking to death on the ill maintained buses, lorries, 3 wheelers, two wheelers and cars. Like everything else the government wants to make capital on the latest issues that are popular in the world rather than put right the many other ills that befall Goa. Its easier to tackle the smoker than it is to tackle the many real problems in Goa.
