Dear Goanetters, Mr.V.V. Augustine is trying to do a "Parrikar" on Goans...lies for public consumption ! Parrikar wanted us to believe that the EDC Board of Directors can issue a "White Paper"; now Augustine wants us to believe another white lie that the Minorities Commission can issue one. A WHITE PAPER can only be issued by the Government;either state or federal/Central. NO ONE ELSE . The "white paper " may be printed on virgin paper,recycled paper,brown paper or even on toilet tissue; it may be white ,blue or pink, BUT IT HAS TO BE ISSUED BY THE GOVERNMENT.
