As reported in the press, Capt. Mascarenhas, Capt. of Ports, has been suspended on charges based on purchases made by the purchases committee a year ago. Action has been taken against him, as he is the head of the department. It is pertinent to note the following: The Director of Vigilance who is known to be a very upright officer, has declined to recommend suspension of Capt. Mascarenhas as there was no criminal conspiracy or any such charge against him. The suspension of Mr. Bhonsle, the head of the purchase committee has been revoked and he is back in service. He was suspended soon as the case came to light more than a year ago following prima facie inquiry. The suspension of Capt. Mascarenhas has come strangely more than one and a half-year after Bhonsle was suspended giving an impression that the exercise was not without any political pressure. The other members of the committee, surprisingly, did not fact the same action.
