First check if you (i) like the pace of life (ii) can cope with the infrastructure -- or lack of it (iii) can manage the local attitudes. Childen's schooling shouldn't be an issue. For higher education, states outside Goa are actually better placed uptil now. In terms of owning a business, you'd need sound and unbiased legal advice first. If you have a good idea, it could surely click. Many businesses here lack imagination, so the field is wide open in some areas. But don't expect OECD-level returns in a region of South Asia, unless you're catering solely to the (limited in size) expat economy.
