Here is something I have read from an article by Rahul Singh in Outlook, January 12, 2004:

"As we get to Colombo's Gangaram Temple, the guide points to a peepal tree (sacred to the Buddhists, as Lord Buddha gained enlightenment under one) and informs us that its sapling was brought from India in 1982 by Maneka Gandhi and planted there. Good for Maneka. But he also reveals how the Sri Lankan government controls its stray dogs: "An announcement is made in the towns and villages that inspectors will be coming on a specified date and all those who have pet dogs should bring them along. The dogs are administered anti-rabies injections and a tag is given to the owner to attach to the dog's collar. The inspectors return after some time and those stray dogs that they find without the tags are rounded up and gassed to death." Result? Few stray dogs and even fewer deaths from rabies in Sri Lanka. India, on the other hand, has, by far, the largest number of deaths from rabies-running into thousands annually-partly because Maneka has opposed any such measures to curb stray dogs. "

This is indeed most disturbing, this thing about thousands of death every year. Does anyone have figures for Goa?
