Dear Godrey J. I. Gonsalves, It is laudable that there are individuals like you who take up these issues where subtlety is ignored by various arms of goverment( the Neo-Manu) ad nauseam. If there are no landloser applicants as the first option; then, should the second option not be to look for non-landloser Goans. Also, how is the decision made that a said landloser is technically and financially suitable. This is a hard development criteria to meet where the infrastructure offer little aid to the "downtrodden". Perhaps, this criteria could be met with aid from cooperative banks and perhaps NGOs who may be involved in these particular issues. But only if provisions are made by the KRCL to be genuinely interested in maintaining the flavor (whatever is left of it) of the state.
I would think that only after the two options have been exhausted, should contacts be allocated to other entrepreneurs/interested parties from other states.
