Castration, albeit chemical, has been tried out in Scandinavian countries in case ot repeated rapists, with varied results.
As to the govt killing them, their are hands are tied with the provisions provided in the existing judicial system.
An occasional lynching, in cases that have no cause for doubt --in acto flagrante -- does serve as a highly effective social deterrant: Not necessarilly killing off the victim but subjecting him to even greater, lifelong misery/shame: Bobitting is nothing new to Goa, and has in every case served fine purpose in sending desired intimidatory message to would be pervert; their is a naturally coward breed.
The last one, I know of, the victim as well as the executioners (women of neighbourhood all of them) is hardly ten years ago.
Needless to say, neither charges were filed nor any investigation instituted, allthough the case as well as the bobitted-chap were well-known: Only the fact that it was carried out in Sta Inez, within running distance of GMC, and the chap knew his way around it, being associated with it, that his severed member was re-attached, but I believe with no satisfactory results.
I withold names. However, I must mention that in this case neither were a child involved nor violence violence had been resorted to; the unfortunate kid had been promissed marriage with no intention or social possibilities of ever carrying it out.
