As far as I am aware, the Registrars of Births & Deaths in Goa have
ceased registering births of Goans born outside the State ( as was the
practice during Portuguese rule and for a few years thereafter.) You can get
a Baptismal Cerificate issued outside Goa registered with the Chancellor of
the Archdiocese at the Archbishop's Palace and have his signature verified
and attested by a Notary Public. Such a document is accepted for legal
purposes,
