Japan is pretty civilized on the surface and for the brief visitor. Below the surface, the Japanese are invariably pretty racist. Ask the Koreans who have lived there for generations as well as other minorities, including Indians who have gone there to work, in recent years, because of labour shortages in areas the Japanese look at with disdain. This point is well researched and I am particularly intrigued that Japan has a caste structure focussed on the lowest 'out' group, not terribly different from what you find in Goa/India.
