The Konkan Railway Corporation Ltd seems to be at it again. This time the Commercial contracts called for in February 2004 is for fruit Juice Stall on Platform 2 facing the Aquem side. The upset price is MINIMUM Rs 31,000 per annum to vend fruit juices approx @Rs 20/- for 200 ml the last date is 11/3/2004.
Land losers -- any person whose land has been acquired by Konkan Railway AT ANY STATION ALONG THE KONKAN RAILWAY ROUTE will be given first preference . The % of land given to KRCL of the total land owned by the landloser will be the deciding factor. This means that if the approximately 1300 landlosers in Goa have given a less percentage of land then their counterparts in Karnataka and Maharashtra then the bidders from outside the State will benefit in our own very Goa. SAs of now it is learnt that approximately 600 have thus far applied for land loser certificate to get facilities of KRCL but how many have benefited is unknown. Owing to the above definition of "land loser" in the Award of Commercial Contracts for Development & Operation of internet Cafe on Railway Stations in Goa viz Margao a landloser allegedly having 100% land given to KRCL (our investigations shows it is less) in Honnanvar Karnataka was awarded leaving aside a landloser with lesser % of land lost from Goa This awardee is yet to set up shop following the exposure of the irregularity though he was supposed to do so within a month from 27.12.2003 Further that the above was a clear case of irregularity was evident because the POLICY FOR AWARD of tenders formulated on 22/11/2002 was amended to include Internet Cafes only on 4/6/2004 much after the tenders were open on 7/10/2003 and after the agreement signed on 9/12/2003 with the Honavar based land loser. The irony of the Platform two Fruit Juice stall is that there are hardly any trains stopping on Platform 2 as a rule and one would not be surprised if the KRCL displays over enthusiasm in alloting it to a Landloser from Goa so that knowing the lack of profitability the landloser from Goa may not opt for it and then KRCL will say "look there are no bidders from Goa" This writer has discussed the matter in details with the Minister of State for Finance (Revenue)Mr Shripad Naik ex MP , the Rajya Sabha Member Mr Eduardo Faleiro, the ex CM of Goa Dr Luis Proto Barbosa who incidentally had signed the Memorandum of Association with the Goa Government and KRCL (on the advice of one eminent engineer Mr Menezes from Diwar) It is also necessary to examine the One Man Justice Oza Commission 30 page report (not traceable anywhere) to assert our rights. For the State can definitely impose reasonable restrictions to safeguard the interest of landlosers of Goa They all see merit in the case - especially with regard to the case of land losers and it may be necessary for land losers in Goa to organise themselves to reap the benefits of KRCL as they treat Goa is as a corridor for all and sundry. Meanwhile there is an apprehension that the Cloak Room of the KRCL Margao Station where the luggage charges are Rs.10 per day are likely to be awarded to a favoured person without tenders. On an average this room fetches Rs.700/- to Rs 2000/- per day. It is not known what the "honorary Rail Users Consultative members" and politicians in Goa are doing when they are supposed to safeguard the interests of the land losers in Goa rather than going with "begging bowl" to the KRCL.
