[Goanet]Parallel elections on GoaNet?

I have heard a rumour that parallel elections are going to be held on 
GoaNet and two Cyber Members of Parliament are going to be elected on 
GoaNet to act as a cyber-shadow Government. If this is indeed true will the 
GoaNet Admin Team please divulge details of how one nominates candidates, 
who qualifies to stand for election, who can vote, and other relevant details.
