Sir, Sub: Grievous violation of the Election Code of Conduct in Goa by the BJP led Govt. We write to bring to your notice the grievous violation of the election code of conduct in Goa by the BJP led government, details of which are given below:- a) On 9th. Of March, 2004, some members of the Board of Directors of the Economic Development Corporation Limited (EDC Ltd), a Government Company operating in the areas of development finance held a Press Conference wherein it was announced that the Government Company would reduce lending interest rates by 2 percent and which reduction would be applicable not only to fresh loan proposals, but also to its existing portfolio of customers (EDC Ltd is under the Finance Department of the Government of Goa, and the Finance portfolio is held by Mr. Manohar Parrikar, Chief Minister of Goa.) b) It was also announced at this Press Conference that the Government Company would write-off all dues pertaining to Non Performing Assets (NPAs) currently held in its portfolio. c) The State Treasurer of the Bharatiya Janata Party (BJP) in Goa , Mr. Sanjeev Desai who is also one of the Directors of this Government Company was present to address the said press conference. d) The news papers have carried the details of the said Press Conference prominently in their editions on 10th. March, 2004, copies of which are attached herewith. It is apparent that the said Press Conference was held deliberately to announce waivers /concessions / reduction in lending rates, with a view to influence segments of voters, as also segments of industry with a view to obliquely solicit donations to the Party as a quid pro quo for the economic concessions and encouragement given to entirely undeserving sections of defaulters, who in fact should have been prosecuted in appropriate Courts.
