The Chief Election Commissioner, Nirvachan Sadan, Ashoka Road, New Delhi 110 001 BY REGISTERED-AD Sir, Subject: Lok Sabha Elections: Goa: April 26, 2004 We write to bring to your kind attention that the day fixed for elections in the State of Goa as above would prove to be inconvenient to voters in Goa. The said date is the day on which the Feast of Our Lady of Milagres is celebrated at Mapusa, North Goa, and which Feast and the Fair connected with the Feast draws tens of thousands of people from all parts of Goa and the neigbouring areas of Maharashtra and Karnataka. This Feast is celebrated by all communities and not only Christians, given the fact that Goa has a unique culture of fusion of communities. We draw your attention to the circular sent by the Returning Officer (Collector, North Goa) a copy of which is attached herewith, which in itself is the internal proof, if specific proof be needed, that the said Feast is largely attended and impinges on the arrangements for Polling. Transport in Goa being not fully developed, would be a major constraining factor for voters to attend the Feast as well as cast their votes. We apprehend that the voting percentage would fall drastically if elections are held on 26th April, 2004 in the State of Goa. In the circumstances, may we request you to either advance or postpone, by at least one day, the schedule of elections in the State of Goa.
