The suspension order issued by the superintendent of police (special branch) tonight and the sources in the police said that the order has been served on Mr Yeram.
Talking to reporters at his official residence at Altinho tonight, Mr Parrikar suspected that the 'ASI's memo' (issued by Mr Yeram) was a conspiracy hatched by the Opposition parties to defame the Bharatiya Janata Party government and added that he would demand the Election Commission set-up an independent inquiry into it.
Mr Parrikar said after reading the 'ASI's memo' it appears that the whole thing was hatched to defame the BJP government because the Opposition has no issue to rake up in parliamentary elections.
Stating that the ASI does not know to write English, Mr Parrikar said either he (ASI) must have sought someone's help in drafting it and thereby signed without knowing what exactly had been mentioned in the 'memo'. "The memo has mentioned the names of MLAs, including Mr R D Khalap and this itself means someone had played a trick in drafting it, which may have signed by the ASI," Mr Parrikar said.
Expressing his inability to say whether any action has been initiated against the ASI, Mr Parrikar said the police officers are presently under command of the Election Commission.
Mr Parrikar said the police normally issue a general circular during elections for gathering intelligence reports over election-related activities for forwarding them to the EC. He said the routine circular signed by the DySP was circulated on March 1.
Mr Parrikar said again the Congress had released the 'ASI's memo' on the eve of the visit of the Election Commissioner to Goa which is also an important factor to suspect that it was a conspiracy to defame the government.
Earlier, in the day the there was a flutter in the police headquarters after the state Congress spokesman released the 'memo', issued by Mr Yeram, directing the police constables attached to the CID branch in Bardez and Pernem taluka to keep watch on the political activities of the opposition parties and MLAs.
The Director General of Police (DGP), Mr Seva Dass while talking to reporters earlier said that the ASI's 'memo' has no official sanction of the department and that the Mr Yeram has not taken permission nor sent a copy of 'his memo' to the higher officials. He said all 'memo' and other orders are issued to the police constables from the police headquarters.
Mr Dass has an inquiry into Mr Yeram's action for issuing such a 'memo' has been order and it will be conducted by the deputy inspector general of police (DIG), Mr Muktesh Chander. The DGP said the probe will be conducted within a week.
Mr Yeram is the officiating in-charge of the CID branch for these two talukas and is supposed to report to the DySP (CID), Mr Merwin D'Souza. Admitting that there is paucity of staff in the CID branch, Mr Dass said in view of this situation Mr Yeram was the officiating in-charge of the Mapusa CID office.
Replying to a question, Mr Dass said that the police stations and CID branch had been directed to keep a guarded watch on the law and order situation and report the development in their respective jurisdiction to the CID branch for forwarding the daily report to the chief election officer.
Mr Dass said the instruction pertains to all types information, including the political processions, meeting and morchas. He said Mr Yeram has been called at the Panaji headquarters to explain the facts being issuing 'memo' tomorrow.
