Director General of Police Seva Dass admitted that the ASI had exceeded his powers in issuing the memorandum and that he had no such authority to issue it at his level. Referring to the memo signed by the ASI and which directs the constables to collect intelligence, among other things, about the activities of certain political parties and three opposition MLAs, the DGP said the inquiry would also cover the conspiracy angle or whether it was done under any political pressure. (GT) ASI SUSPENDED: The police department swung into action and suspended assistant sub-inspector VK Yeram hours after the Congress protested against a 'memo' issue by him to keep surveillance of political activities of certain Congress politicians. (H) VIOLATION OF CODE OF CONDUCT: Goa Pradesh Congress Committee president Luizinho Faleiro charged that a memorandum issued by the ASI attached to the Special branch, CID at Mapusa, to 'collect intelligence' about opposition parties and three MLAs, was a blatant violation of the model code of conduct and an infringement of democratic rights. (GT) CM HOLDS 'CLOSED DOOR' MEET AT VELIM: Chief Minister Manohar Parrikar kicked off his week-long campaign in minority-dominated Salcete on March 22 from the Velim assembly segment. There was no rhetoric normally associated with electioneering, nor was there any forceful plea from the speakers to vote for the BJP, one of the participants who attended an election meeting later told Herald. But, the gathering was certainly reminded time and again of the progress and development work undertaken by the BJP-led Parrikar government during the last three years. Schemes such as the Dayanand Social Security, Cyberage and all came in handy to seek support of the people for the government. (H) ELECTION COMMISSIONER ARRIVES: The Election Commissioner of India, BB Tandon, is arriving in Goa on March 22, on a two-day official visit, primarily to assess the ongoing election preparations for the forthcoming parliamentary polls in Goa. He will meet representatives of recognized political parties. These will include six national parties namely-Congress, BJP, NCP, CPI, CPI (M) and BSP--and two regional parties-MGP and UGDP. (H) MOTORCYCLIST DIES: A motorcyclist, Abdul Karim Aga, from Betim-Verem, was crushed to death under the wheels of a bus at Bhoma, Kundaim, on March 22, when he was proceeding to this residence on a Rajdoot motorcycle which dashed against the oncoming bus while trying to overtake a car. (GT) BUFFALO FIGHTS CONTINUE: Although NGOs, working towards eradication of cruelty to animals, have raised a hue and cry, which led to a ban on such fights, it seems the ugly heads of buffalo fights are being raised again. The scene took place at around 9.30 am on Sunday, 21 March, at Dando in Goa Velha. The winner buffalo named "Betting" was awarded Rs.20,000 while the loser "Devdas" from Mandur had to return empty-handed. The fight lasted fifteen minutes. (GT) POLLUTION TAKING TOLL ON VASCO CITIZENS: The Save Vasco Concerned Citizens Committee at a meeting held recently decided to launch an awareness campaign on the coal pollution affecting the port town. According to the Committee, the survey conducted by doctors to find the effects of coal pollution on the health of Vasco citizens has revealed that if the coal handling at the Mormugao Port is not stopped immediately, Vascoites will suffer from severe lung and respiratory diseases, ultimately ruining their health. (H) RAMNAVAMI FESTIVAL AT MANDREM: The annual four-day Ramnavami festival will be traditionally celebrated at Zunaswada-Mandrem from March 28-31. The origin of the festival in Mandrem dates back to early 17th century. Legend has it that about four hundred years ago a saint belonging to Ramdasi Panth visited the village and handed over the then head of the Desai family an alloy idol of Lord Rama, and prevailed upon him to celebrate Ramanvami festival in the village. (H) JUNK VEHICLES IN MARGAO: It's not an exhibition. Nor are these vehicles for sale. But these junk vehicles are lined up right in front of the Margao police station, presenting an eyesore to passersby including tourists. A portion of the old bus stand, opposite the city police station, has turned into a graveyard for 20-odd damaged and discarded vehicles. (NT) VOTER ROLL CDS: The office of the Chief Electoral Office has made available the electoral rolls for the State of Goa, in the form of CDs. The CDs are available for sale at determined prices. (H) SARPANCH, DY SARPANCH FOR ARPORA-NAGOA: Mr Agnelo D'Souza and Ms Anita Fernandes have been elected sarpanch and deputy sarpanch of Arpora Nagoa village panchayat by draw of lots, since all the candidates got equal number of votes. (NT) SANCOALE SARPANCH: As expected, the two-time panch Premanand Naik was elected unopposed as the sarpanch of Sancoale Panchayat on March 22. A contractor by profession, Mr Naik, who is the vice-president of the Cortalim block of the BJP, has the support of the panchas affiliated to the UGDP. (H) APOSTOLIC NUNCIO IN NAVELIM: A big reception awaits Apostolic Nuncio to India, Archbishop Pedro Lopez Quintana at Asia's largest Parish Navelim on March 23. The mass at Our Lady of Rosary Church at 9.30 am will be followed by a programme wherein the Apostolic Nuncio will have a meeting with the representatives of various cells of the Archdiocese, at around 11.30 am at the Cardinal Gracias Hall. Parish Priest, Fr Jose A D'Costa, said the people of Navelim are privileged to host the visit of the Apostolic Nuncio to India to the village. (H) DR SHETYE NEW NIO DIRECTOR: Dr Satish Ramnath Shetye has taken over as the new Director of the National Institute of Oceanography, Dona Paula. He succeeds Dr MD Zingde. Dr Shetye is the seventh director of NIO, which is a constituent laboratory under the Council of Scientific and Industrial Research. Born in Goa on 25 October, 1950, Dr Shetye is a physics postgraduate from IIT, Bombay. He received his PhD in Physical Oceanography from the University of Washington, Seattle, USA. Since joining NIO in 1982, he was elected to the fellowship of the Indian Academy of Sciences, Bangalore in 1992. The same year he received the coveted Shanti Swamp Bhatnagar Prize for Earth, Atmosphere, Ocean and Environment Sciences.
