Sub: Grievous Violation of election Code of Conduct in Goa by BJP led Govt. Ref. Our letter the Chief Election Commissioner, New Delhi, Ref. No. GSRP/EC/LSE/03/04 dated 15 March, 2004, Sub: Lok Sabha Elections, Goa, April 26, 2004. requesting change of Election date. The Hon'ble High Court has struck down the appointment of 31 Police Sub-Inspectors, their appointment being in breach of Government recruitment rules. The Govt. of Goa has sought time to challenge the judgment in the Supreme Court. We are informed that this time has been granted to the Govt. However, these persons should not be deputed for election duties under any circumstances as their recruitment was based on closeness to the BJP/RSS combine. Randomization of polling staff is essential to ensure fair elections in Goa as Govt. officials are in a position to influence voting by inducement/coercion (in respect of various licences). Defacement of Public Property must be strictly checked and penalized. Paper trail to be incorporated in the Electronic Voting Machines. We again object to the use of EVMs without the safety of the paper recording attachment as it would not be possible to verify the registered voting without the paper recording attachment. Mr. S.S. Keshkamat, present Collector of North Goa should be refrained from electoral duties as we fear that he will not be able to ensure free and fair polls. for Goa Su-Raj Party Sd/- (Floriano C.
