Good Governance and transparency Goa Government style. Last week the Election 
Commission ruled  that it was not appropriate for North Goa Collector, Mr. Kashkamat,  
to be the Returning Officer for the forthcoming Lok Sabha elections.  Now, Chief 
Minister Manohar Parrikar has appointed him  Joint Secretary, Administrative Reforms 
Department. 

We can now expect Mr. Kashkamat to motivate some drastic Administrative reforms. 
Saffronisation of whatever little secular is remaining of the administration and 
granting of extensions  as a matter of right to the Government's favorites regardless 
of how inefficient or corrupt the officer may be some of the reforms Mr. Kashkamat may 
pilot.

As long as Mr. Parrikar is  in power,  Mr. Kashkamat can be assured of many more 
extensions. He may be a long way from enjoying retired life.

It is an irony that officers instead of looking forward to enjoying retirement  choose 
to hang on to their position of power without which they just cannot exist. Even an 
angioplasty or bypass surgery will not deter their greed.  

It has now been revealed that Mr V. P Shetye who after so many extensions as Law 
Secretary was finally appointed to a tailored position of Legal Advisor, is all set to 
return for yet another innings as Law Secretary
