Panjim Corp gets 6-month extension
------------------------------------------------
The term of the Corporation of the City of Panaji (CCP), which was
constituted exactly a year ago, has been given an extension of six
months. This has come into effect from April 1, as announced in a
notification issued by the Department of Urban Development,
Directorate of Municipal Administration.

The extension has been granted in the wake of the failure on the part
of the authorities to complete the demarcation of boundaries of wards
for elections to constitute a new elected body.It may be recalled that
the City of Panaji Corporation Bill came into force on April 1, 2003.

The Act, in its provisions had specified the requirement for demarcation
of boundaries of wards in the Corporation area and for holding of elections
to constitute a full-fledged corporation body within a year.

The State's urban development ministry has now stated, in its notification
issued in the extraordinary official gazette, that the Goa State Election
Commission has not yet completed the work of demarcation of boundaries
of wards and as such elections couldn't be held before March 31, 2004.

In view of this, the government has decided to extend the term of CCP
for a period of six months with effect from April 1.The extension has been
granted in exercise of the powers conferred under the provisions of
sub-section (2) of section 17 of the City of Panaji Corporation Act 2002
(Goa Act 1 of 2003).

For the last one year, CCP is ruled by corporators who were elected as
councillors when it was a municipal council. Four councillors lost their
membership a year ago when Taleigao panchayat was carved out of the
CCP jurisdiction. Elections to the Taleigao panchayat were held two
weeks ago.

It may also be recalled that an amendment was moved in the recently
concluded session of the Goa Legislative Assembly seeking to extend
the term of the corporation.

The amendment made a provision that a corporation formed after the
commencement of the said Act shall continue for a period of one year
from the date of its constitution or until the new elections are held under
the provisions of the Act, whichever is earlier.

According to officials of the Directorate of Municipal Administration,
preparations for elections to constitute a new corporation body would
have to begin shortly. It is learnt that the SEC will be directed to complete
the work of demarcating the boundaries of wards at the earliest and call for
elections on or before October 31.
