Please read on and your questions be posted to the authorities mentioned below or to the Chief Minister email [EMAIL PROTECTED] or Chief Secretary [EMAIL PROTECTED] Selection as Permanent Venue The Ministry of Information & Broadcasting, Government of India from the year 1952 has been holding the International Film Festival in India on rotation in Delhi, Mumbai and Bangalore and other cities from time to time. The Government of India and the State Government had various dialogues for making Goa the permanent venue for holding the IFFI in Goa and do away with the caravan character. The Hon'ble Chief Minister of Goa, who also is the Minister for Information & Publicity, deputed a ministerial delegation to the Cannes Film Festival, in May 2003 to assess the possibility of hosting the International Film Festival in India and also to acquaint themselves with the requirements for the same. The Union Minister for Information & Broadcasting, along with the officials of the Ministry, also visited the Cannes Film Festival and on his return decided to declare Goa, as the permanent place for holding the IFFI in this State. A meeting of the Key Advisory Group comprising eminent film personalities and senior officials of the Ministry of Information & Broadcasting was convened under the Chairmanship of the Union Minister for Information and Broadcasting on June 4, 2003 where the Minister made an announcement in consultation with the Key Advisory Group for making Goa the permanent venue. In all five sites in Goa were identified by a Working Group constituted by the Hon'ble Chief Minister which included Bambolim - Panaji, Betul, Cavelossim, Varca and Aguada Plateau. Preceding a meeting of the members of the Key Advisory Group under the Chairmanship of Chief Minister, a presentation was made in respect of these five sites taking into consideration all pros and cons the different parameters like distance from the airport, general ambience, proximity from beaches, availability of land and infrastructure, security angles, utility of facilities created throughout the year and acceptability by the local people. At this first meeting, following the presentations, the Group shortlisted three sites, Velsao, Fort Aguada Plateau and Campal - Panaji. A second meeting of the Key Advisory Group held on August in Goa on August 23/24, 2003, was Chaired by the Union Minister of Information & Broadcasting, Mr. Ravi Shanker Prasad. The Key Advisory Group members after a day�s intensive tour to the three shortlisted sites Velsao, Fort Aguada and Campal - Panaji, had the opportunity to give their comments about the most ideal location for holding the IFFI. Thus Kala Academy Complex - Campal in Panaji was unanimously selected as the site for holding the Festival. It was also decided to host the International Film Festival in India in December, 2004 or beginning of January 2005. Benefits of Film Festival _____________________________ The International Film Festival to be hosted at Goa will come with a host of benefits It will lead to Direct and Indirect Employment Generation. The local skilled and unskilled labour will also get gainful employment as the film industry is a major source of employment. The local talents will get an opportunity to exhibit their talent and become budding artistes in the film world. Goa will also make a mark on the world map as a Film Destination that will not only boost the Film Industry but also give fillip to tourism, trade and industry in Goa. It will have a cascading effect on other activities like the Festival will lead to overall development of Goa in the form of infrastructure development, beautification, better drainage sewage systems, roads, street lighting, transportation, parking facilities, airport & air travel, river navigation, sports, health facilities and security arrangements Goa - Ideal Shooting Locale Goa, for some time in the past has become a popular locale for shooting commercial and feature films. Some of the hit films in the celluloid world of Hollywood & Bollywood shot in the picturesque state include 'Sea Wolves', 'Bourne Supremacy', 'Bobby', 'Hare Rama Hare Krishna', 'Ek Duje Ke Liye', 'Bombay to Goa' The International Federation of Film Producers Association have agreed to the dates of November 29 to December 9, 2004 for the first International Film Festival to be held in Goa. Core Committee The Government of Goa has set up a Core Committee chaired by the Chief Minister with all the Ministers, Chairman Kala Academy Mr Pratapsingh Rane, MLA; Mr Aleixo Sequeira and MLA Mr Harish Zantye and other Government officials and officers of GSIDC as members to organize the IFFI in Goa and look into the requirements and monitoring of the projects initiated, related to the film festival. The GSIDC has been designated as the nodal agency for all infrastructure works. The Core Committee has already had several meetings and continues to meet from time to time to review the progress of the various works taken up. Integrated Infrastructure Development for Goa IFFI The festival requires infrastructure of international standards and action is being taken on war footing to put the minimum required infrastructure in place for holding of the IFFI this year. Simultaneously, action is being initiated for development of master plan to provide and upgrade the infrastructure on long term basis. Detailed Project Estimates for IFFI related Infrastructure In order to have a co-ordinated development of the IFFI related infrastructure facilities and in the process upgradation of general infrastructure of the State keeping in view the long term perspective, the State has appointed M/s. HOK Planning Group, Toronto, Canada as the lead Consultant. The activities relating to the festival in the Phase I will be in two complexes namely Festival Auditorium adjoining Kala Academy; Multiplex and Entertainment Facility at old Goa Medical College Complex. PHASE I 1. AREA ADJOINING KALA ACADEMY: In the area (i.e. the football ground adjoining the Kala Academy), it is proposed to build the main auditorium with a capacity of around 1400. This will be a temporary structure and will serve as the venue for the inaugural and closing ceremony of the IFFI besides screening of films, conventions, seminars and other activties. The structure will consist of 4 screening rooms of which one could also be used as a jury screening room for around 20-40 people. The planning of this facility is on and the consultants Ms Uttam Jain Associates, appointed for this purpose have given an estimated cost of Rs.16.50 crores for construction of this structure. The work is scheduled to be taken up by the third week of April and will be completed by the end of October/early November, 2004. This will be a temporary structure on a steel frame which will be dismantable. The stucture will be used for 1st and 2nd Film Festivals and thereafter shifted to the permanent venue early in 2006. The football ground will be reopened with all the required facilities. In the Kala Academy Complex, renovation will be carried out to upgrade the existing facilities to international standards. This will be utilized for various activities related to the Film Festival. The approximate cost for this upgradation will be around Rs.4.00 crores. A concept plan on the usage of Kala Academy for the IFFI and the upgradation it requires will be submitted by the HOK Planning Group. The Festival market to be setup for buying and selling of films, etc. with approximately 50 stalls is also proposed to be housed in the Darya Sangam area. The details of this facility is being worked out and will be finalized soon. The facility will be temporary in nature, constructed from fabricated structures. 2. OLD GMC COMPLEX: The other site which has been selected for the Film Festival related activities is the Old GMC Complex. A multiplex with four screens (with an overall capacity of around 1200) is planned to be set up in this complex. The existing site has some heritage structures which are being retained and will be upgraded in due course to house the film related offices of the State Government, Government of India and other agencies since it will not be possible to complete the entire work before the first Film Festival. It is proposed to undertake the intermediate restoration before November, 2004. The final usage of the Heritage Structures has not been finalized. Here also the Lead Consultants will submit a tentative usage report. Multiplexes After detailed discussions and deliberations with the lead consultant,,the location for the multiplex has been finalized. M/s. INOX Limited will be responsible for planning and execution of the Multiplex Entertainment Facility. The details are being finalized and the construction work will start by middle of April and will be completed by October end, 2004. The tentative cost of this Multiplex is Rs. 21.80 crores. In order to make the multiplex financially viable, various other facilities which are yet to be identified and defined will be developed in the second phase after completion of the festival for the current year. 3. CORE INFRASTRUCTURE: In order to improve the core infrastructure facilities like roads, drainage system, etc, in the city of Panaji, a detailed plan has been worked out and is being executed. The entire stretch of road starting from Patto to Dona Paula jetty is being upgraded and beautified with provision of all related civil amenities. This includes development of a promenade along the river front (River Mandovi) which also is adjoining the Old GMC Complex. The plans are being finalized in consultation with the Lead Consultants and the execution has already started in certain areas. The work is likely to be completed by end of October, 2004. Dredging of River Mandovi at its bank is also being undertaken. This will improve draining of water from the city�s storm water drains and clear the banks of the collapsed Mandovi bridge debris. The work will start by end of March and will be completed by October, 2004. A new parallel Patto bridge is also planned to ease entry and exit from and to the city. The total cost of this entire up gradation (widening, resurfacing and beautification of roads, promenades, dredging of Mandovi River and construction of a new Patto Bridge) is estimated to cost approx Rs. 50.00 crores. 4. PUBLIC THEATRES: The Govt. of Goa has declared an interest free long term loan of Rs 3 Crores per cinema for up gradation of existing theatres in the City of Panaji. It has also declared exemption of entertainment tax for the next 5 years. The City of Panaji presently has three cinema halls which are in a rundown condition. It is proposed to upgrade all these three halls (viz. Ashok, Samrat and National Theatres) to international standards, have additional facilities and use them for public screening during the film festival. 5. CONSULTANTS: For all these projects, separate consultants have been appointed under the overall supervision of the Lead Consultant. Multiplexes & Entertainment Facility at Old GMC Complex (Proposed) Goa Entertainment Society The Government is in the process of forming a Goa Entertainment society to encourage the Entertainment Industry. Some of the objectives with which the society is being formed are mentioned below. a. to make the State of Goa the International Entertainment Hub, b. to give global visibility and recognition to the State of Goa c. to earn revenue on a long term basis from ventures in film entertainment and leisure projects d. to increase revenue through direct and indirect taxes, levies and foreign exchange inflow and to bring about world wide recognition to the State of Goa as an ultimate tourism and entertainment destination and maximize the state of Goa's potential in this regard. e. to hold world class entertainment events, exhibitions and expositions, f. to indulge in networking and relation building in the interest of entertainment industry in the state of Goa. g. to conceptualize and develop properties for the Government of Goa for the purpose of entertainment industry. h. to integrate international support a. to organize and host International Film Festival in the State of Goa, both competitive and non-competitive b. to leverage the International Film Festival as an anchor point to create permanent facilities that will enable the State of Goa to create a niche for itself in the realm of world Film Festivals and become known for its uniqueness and distinct character. c. to develop infrastructure to meet the needs of International Film Festival and bring in global investment. d. to build up ultra modern infrastructure to hold International Film Festival. e. to set up international standards film studios, auditoriums with suitable capacities and training centers and a film institute. f. to build up comprehensive facilities and provide services for telecommunications, transportation, parking, banking, Internet connectivity, power supply, water, sewerage, sanitation etc. g. to built up multiplex cinema halls, media centers, screening rooms, auditoriums store room, library etc. h. to renovate the existing buildings, houses and residentials accommodations to meet the requirements of the film festival, other entertainment events, i. to conserve and improve the heritage buildings, to develop the water front, pedestrians plaza. j. to provide fast media of transport including speed boats, motor boats, steamers, hovercrafts if necessary. k. to provide proper sound lighting, video and digital technology, l. to set up food court, shopping mail, arena, m. to make arrangements for utilization of all the infrastructure facilities of the International Film Festival by organizing shows, concerts and other events, throughout the year, n. to host the film market in a fixed location and invite participation. o. to ensure proper attendance of film personalities and draw influential audience and dignitaries from all over the world, p. to set up stalls and ensure participation in other film festivals, q. to adopt innovative ideas for improving the organizations of film festival every year, a. to go into co-production and joint collaboration for film production, b. to develop year long list of activities suited to maximize revenue for the State of Goa and utilization of infrastructure created. a. to conduct publicity campaigns through print media, Internet, videos and films and other new medium of communications that integrates information and marketing on a global level. b. to form committees, sub-committees for specific purpose tasks. To give awards, prizes and certificates to selected films, concerts etc. in various categories like directors, producers, photographers, lyrics, musicians, acting. To bring in best companies for facilitation of investment and land development programmes and leisure development projects. In general to do such things or undertake to do such other things from time to time as shall be deemed necessary for the promotion of the ideas and the attainments of the objects of the society subject to approval of the state government. The income and property of the Society, however shall be applied towards the promotion of the objects of the Society: a. all moneys received from the local State or Central Government; b. all moneys received in any other manner or from any other source; to do all such acts and things, whether incidental to the power aforesaid or not, as may be required in order to further the objects of the society. It is proposed that the Entertainment Society will have a governing body and a general council to manage the affairs of the Society. Incentives for Entertainment Industry The Entertainment Policy is in the process of formulation and will be finalised soon. Accordingly it is proposed in the Budget Speech 2004-05 to offer following incentives to public theatres for upgradation of their infrastructure. The incentives for public theatres would form part of the Entertainment Policy. An interest free loan of upto Rs.3 crore per cinema hall/theatre in respect of theatres in Panaji, upto Rs.1.5crore in respect of theatres in Madgaon, Vasco, Mapusa and Ponda and upto Rs.50 lakhs in other areas, for development and upgradation of physical infrastructure. The loan would be repayable within a period of 7 years. Reimbursement of entertainment tax collected by theatres as subsidy on 100% basis for a period of 5 years. Accord the status of industry for purposes of electricity and water tariffs. The incentives/concessions at 2 and 3 above shall also be applicable to new theatres/multiplexes that may come up in future. A detailed scheme will be announced soon.
