Seize IFFI development files, Vigilance Dept urged

The Nitoll Jinn Trust has asked the Vigilance department to seize
all relevant files and investigate into the propriety of estimates and
procedures adopted by Goa State Infrastructure Development Corporation
(GSIDC) vis-a-vis the tender issued for construction of festival theatres in
Panjim.

The Trust has also demanded that the procedures prescribed by the
Central Vigilance Comission for such tenders should be followed for
all works, since the GSIDC does not seem to have any well laid-down
procedures for such works.

In a press note, NJT said the tearing hurry with which the GSIDC has
been pushing through infrastrucutural works, without making available
information about its plans, has given rise to suspicions of alleged hanky
panky in the building of this infrastructure.

The trust maintained that it's obvious from the tender notice that inspite
of the high value of work, the two-cover system has not been followed.
"Under the two-cover system, contractors give their technical, financial
and managerial capability in one cover and actual quotation in another
cover. The technical cover is opened first and list of eligible contractors
finalised.

In the second stage, only price covers of those contractors are opened
who are short-listed", NJT maintained. It said that if the two-cover system
is not followed, the most competitive tenders can be disqualified on flimsy
technical grounds and uncompetitive tenders can be accepted by disqualifying
the "unwanted" tenders.

The Trust further alleged that apart from the above irregularities, the estimates
of the tendered work look to be too high. "There is no way any outsider can
examine the detailed estimates, since the Chief Minister has publicly
announced that the GSIDC is beyond the purview of the Goa Right to
Information Act 1997", NJT added.
