At long last KRCL has sent a reply. My reply to them
follows. Please read on and lend your support to the
cause of  GOANS first.

Thanks for your belated email following several emails
sent to you since 30 Jan 2004 

1) First of all I am NOT a land loser . I am only
concerned that the KRCL should do justice to the
landlosers in Goa and elsewhere.

2) Thanks for your offer but you will agree that mere 
viewing the documents in your office will not serve my
purpose I would therefore appreciate if you could
provide me at costs, if any , to be borne by me the
floppy or photocopies of 
a)list of landlosers
b)list of beneficiaries & 
c)policy of allotment.
 
Meanwhile you have yet NOT cancelled the allotment of
contract of Cybercafe in Margao to the alleged 100%
landloser from Honnavar in Karnataka which in my
humble opinion is IRREGULAR and not in order.

The reason for this demand now reiterated is 
a) the policy of allotment was decided only on
4.3.2004 i.e well after the allotment made to him vide
agreement dated  9.12.2003 
b) the landloser from Goa irrespective of the % of
land lost should have been alloted the same in Goa
c) your ex CMD Mr. E Shreedharan (now with the Delhi
Metro) in his presentation on the KRCL since 1990 on
16.1.2001 at a function organised by the Dept of
Personnel & Administrative reforms Govt of India had
stated that " he succeeded in obtaining consent terms
for the land acquired and needed for KR from over
40,000 landowners in just   8 months.   Further that
this was achieved according to him by excellent
marketing viz; he convinced the landowners the
benefits the KR would accrue to them and society and
also assured them that if the rates of compensation
were inadequate they could proceed in the Court of law
for the same against the State and the KR would not in
anyway oppose the same.

Thus it is amply clear that as a quid pro qua the
landlosers should not stand to gain not lose
opportunities with KRCL.  The present policy of
allotment of contracts to land losers "irrespective of
the State they belong to" and "only depending on the
highest % of land lost" therefore does not benefit the
people of Goa and runs contrary to Mr E Shreedharan

Kindly do the needful at the earliest. 

A copy of this email is being marked to the Chief
Minister of Goa  the Member of Parliament Rajya Sabha
Mr Eduardo Faleiro and Convenor of the Konkan Railways
Corporation Staff Association ex CM Mr Churchill
Alemao to formulate a policy  to protect the
landlosers in GOA. 

Please note we niether wish to come to KRCL with a
begging bowl nor do we  encourage our politicians to
seek favours from the KRCL whether it is for placement
allotment or out of turn tickets we are demanding our
legitimate share. 

A line in confirmation of action taken is awaited at
the earliest.
