The old system of the hard-copy ballot paper offered the choice
of dropping the ballot without marking it (with the 'X' rubber stamp)
-- or, as a few those days did, of marking all the contestants!  
An *invalid* vote, in any case that would be -- not a *protest* one.

Even that's no longer possible, I guess.

Don't know what would happen if one goes to cast the vote and, 
after the formalities are done, enters the voting compartment, as
the Presiding Officer opens the EVM (to *ready* position) for
enabling the casting of the ballot ... and, at that stage, one insists
on walking out without pressing a single button.  Instead of kicking
a legal row, I guess the Presiding Officer would himself quietly 
press a button from his control terminal and let the *protest* vote
be not.

May be I'm wrong... maybe there is/are way/s to register a No Vote.
Any inputs from computer-savvy GoaNetters?
