In a memorandum submitted to the district Collector South J B Singh, the Forum referred to the construction site at Batiem-Cuncolim, wherein a four-year-old girl, Venisha Fernandes died last month after she fell into a unprotected pit created in the rivulet.
During a visit to the site, members of the Forum noticed that the absence of any board anywhere around. "Neither the name of the executing agency nor the name of the contractor was displayed, moreover, there was no other information available about the project itself," the Forum submitted in the memorandum.
The delegation further found that there were no protective guards or warning signs at the site although the rivulet is used by women for washing clothes, besides women and children also cross the rivulet to reach Sanvorcotto from Batiem and vice versa. "Large portions of the mud embankment had collapsed and more was on the verge of collapse"' the Forum maintained.
The memorandum said the death of Venisha could have been avoided if proper safety measures were followed at the construction and work site.
The Forum also expressed concern that the Cuncolim Municipal Council had not been involved in the implementing of this project although it falls within the jurisdiction of the Council.
While urging the Collector to call for the records from the Cuncolim police station so as to examine the case details as to the cause of death of Venisha, the Forum called for a probe to examine the lack of safety measures and to fix responsibility on the concerned erring persons.
