The heading does not surprise anyone. First it is a shame that in a state which boasts of highest % of literacy ( National Literacy campaign definition --meaning ability to sign ones name )second to discover that in a computer age 30% DSS scheme beneficiaries found to be fake. Who is to be blamed ? and what action is the Government proposing on those responsible? Will the money thus disbursed be recovered either from the recipient the MLA or the sanctioning authority. The easiest way to implement the scheme suggested earlier was a) ensure that every person who is desirous of recieving benefit under the Scheme had ones name enrolled on the electoral roll and possess a Election Photo Identity Card (EPIC) (this would simulataneously ensure that every eligible voters has ones name on the electoral roll as well as an EPIC card this practice is followed for Goa Government Mediclaim Scheme ) b) The form for DSS Scheme should have been routed through the elected ward representative at the Village Panchayat/Municipality of the applicant and the respective MLA of the concerned Assembly Constituency; (this would ensure that the ward representative of VP/Mun and MLA could vouch for the genuinity of the claimant; c) A signed DECLARATION that the applicant does NOT recieve PENSION from any other source by way of one being repartriate /NRI/ex-employee in an organised sector/Defence forces/Central or State Government employment or is NOT an INCOME TAX assessee would have been useful. Obviously one could not expect an applicant not to have been in some organised sector employment as this gets reflected on the annual income declaration d) the respective VP Panchayats and Municipalities could display the list of persons who have been sanctioned the pension BEFORE the Directorate or Social Welfare and the Life Insurance Corporation of India releases the cheques. The six monthly -life certificate- could have been insisted either by the disbursing Bank of the applicant the LIC or the Directorate of Social Welfare This methods with some further modifications for other schemes is definitely a fool proof method for availing government schemes. It also ensures that the elected representatives can ensure that every voter in the ward/constituency is given the benefit. The Chief Minister as a Chief Executive of the State should use this VOTERS LIST (ofcourse natives first and domicile of voters need to be considered here too) check list to ensure that elected representatives of respective Village Panchayat Municipalities and Constituencies do not deprive the deserving for their own vindictive purpose. A mere application of "mind" by the Goa Government Civil Services officers in the Senior / Junior cadre ( (even though 99% of them are either either qualified only as matriculates SSC( old ) BA/MA /BSc/Bcom graduates and only 0.1% LL..B"s and not beyond) but are having over 15 years service in the Government could have detected the above falsified claims. But it was apparent that a) there WAS NO POLITICAL WILL to ensure that the benefit goes to the genuine persons on purely economic consideration BUT strictly on POLITICAL/economic consideration as the Chief Minister stated in the Goa Assembly that it was "difficult to provide a list of the beneficiaries Taluka wise "when such demand was made earlier by the Opposition (but not pressed upon to its logical conclusion as normally is the stunt when one is in the Opposition)-------- even though upon discreet enquiries with the LIC sometime ago by this writer it was revealed that this was not next to impossible as the entire data is available till date with them on the floppy and only ----if Village Panchayat / Municipality/ Assembly Constitutency/Taluka wise data was fed all this misuse could have been avoided. Now perhaps that the Government realised that the scheme though welcomed by all and infact is a blessing to the deserving ones ----- did not fetch the BJP the desired PRECIOUS VOTES this report has now surfaced and is reported now " will be acted upon" But if the Government is really sincere they can still insist upon the beneficiaries an AMNESTY upto say 31st JULY 2004 to comply with all that is stated above and if this is administratively difficult hold the MLA sanctioning such bogus forms accountable. In any case it is the tax payers of Goa that have lost due to the negligence of the Goa Government in administering the scheme in a place as small as the size of a district in any other state of India administered by just one IAS District Collector and not the mammoth representation and army of government servants ( 40,000 ?) that we have. The real beneficiary is the Pune based Rambhau Malgi Prabhodini ---------which is linked to the BJP who must have recieved a huge sum for this "unnecessar survey " they have also conducted a survey on the Baina hutments and apparently are here to stay for many more "surveys" to come. This is one way the BJP ensures vitamin M for its appendages -outfits loyal to them . It is also discreetly learnt that the Goa Government has appointed a Mormugao Taluka firm to assess the use of computer parts and peripherals as it alleged from complaints from students covered under the CYBERAGE scheme has led one to realise that "duplicate parts" are provided by some of the Computer companies that have supplied the computers. Thus for every scheme implemented by the Government there will be outside agencies to detect malpractices of the Government officials otherwise responsible for efficient administration of the scheme. Would not be advisable that politicians and government officials be kept out of the SCHEMES in toto and invite expressions of interest from private bodies to implement the scheme? This would surely ensure accountability. Of the 40,818 beneficiaries surveyed, 881 cases were found to be "outright bogus", falsified income statements. other cases, both the spouses claimed benefits, he added. 4,584 cases as "doubtful" with regard to their eligibility. 866 beneficiaries not traceable migrated, though their bank accounts exist and the monthly pension gets credited in them. 1,631 persons have expired during the implementation of the scheme, addresses provided by 3,877 beneficiaries do not exist. Allegations of favouritism in both distribution of the scheme's application forms as well as scrutinising the applicants were commonly being made at various stages of the scheme's implementation.
