Press Statement :

The Goa Su-Raj Party sympathizes with the Old Goa Panchayat members and the
villagers of Panzorcone, Cuncolim in their fight against the dictatorial
behaviour of the Goa Government vis a vis its decisions which belittles the
mandate of the Indian Constitution w.r.t. the  73rd and 74th amendments. Far
from honouring the above mandate, the Goa Government has shown that it has
little respect for the self-governing bodies to decide and/or to have a say
in their own governance and  development.

Whereas the Old Goa Panchayat members are right in demanding a share of the
income through  allotment of stalls within its jurisdiction during the
exposition of the relics of  St. Francis Xavier, the government, through its
dictatorial behaviour is hell bent in depriving the Panchayat of its
rightful revenue by manufacturing reasons to do so. It is ridiculous to
state that since the State Government will be looking after the law and
order situation and other arrangements such as sanitation, transport etc.,
it is therefore entitled to  absorb the entire revenues generated from
allotting stalls within the Panchayat jurisdiction. The Manohar Parrikar
Government must realize that it is in place at the pleasure of the people
to maintain law and order and other services, in the first place. Mere
inclusion of the Panchayat Secretary in the committee instituted to mop up
the income, and who is a government servant,  does not take away the right
of the Panchayat members to decide for the village. It is acknowledged that
the government of Manohar Parrikar does require this additional income in
order to offset the  expenditure in crores of rupees it is incurring  to pay
for the unplanned and unnecessary IFFI, which Goa could do without, in view
of there being more pressing needs for this money to be spent on, specially
when the IFFI was sold to Goans as a gift by the Centre, now to find that
Goans are required to pay for it through their noses to satisfy the
eccentric  hallucinations of just ONE MAN.

As far as the Panzarcone Housing project  is concerned, the Government of
Manohar Parrikar badly needs to dilute the minority voting strength of the
locality/Constituency by bringing in outsiders as the beneficiaries of this
massive housing project. Its mind is set on just one track - ELECTIONS and
WINNING ELECTIONS by hook or by crook. To hell with sporting facilities and
the welfare of the youth of Panzorcone,  just like the Campal ground at
Panjim for IFFI.

Goa Su-Raj Party urges the Old Goa villagers to support the fight of its
Panchayat members. Likewise,  it urges the villagers of Panzorcone and the
Municipality of Cuncolim to stay on course to defeat the evil designs of the
Manohar Parrikar Government at all costs.
