I don't know about Fred's view  wrt  your query - but here is mine

YES  - what else did you believe to be the case?

The MORE they spend, the BETTER the welcome.

One caveat - I doubt the "locals" are prejudiced . I believe they will "welcome" Sterling and Euro spenders just as much as they "welcome" dollar spenders.

Let's get real - what do you believe is the deal in (say) London?

Do they not "welcome" non-rupee spending Tourists from India and certain parts of the Caribbean et Middle East?

And Yes......anywhere in the world, you will find LOCALS who will seek to make a fast buck out of naive tourists.
