From my information, that is NOT what was reportedly undertaken by Rear
Admiral Mehta in 1996 (or anyone else earlier)

The "lease" agreement (apparently signed between the ministry of defence and the civil aviation department) ALLOWS the use of the airfield for civil aviation purposes SUBJECT to the condition that it would in no way interfere with the functioning of the NAVY.

And NOT the other way around, as suggested by you.

Would anyone care to guess HOW MANY GOANS were involved in the signing of the lease of THEIR (Goan ) civilian airport?
