INSPECT ALL POST-2000 HIGH-RISE BUILDINGS: HC: In a significant judgement,
the Panjim bench of the Bombay High Court has directed the authorities to
inspect all post-2000 high-rise structures within the Corporation of the
City of Panaji's jurisdiction. The direction was issued by the court to the
Corporation, the Planning and Development Authority, Panjim, and the Fire
and Emergency Services. These directions have come up in the wake of a
letter by one Gurudas Pai to the High Court, alleging that statutory norms
are not being followed in the construction of highrise buildings. (H)

COPS DEMORALIZED: The war of the DIGs is still on, even as the relationship
between the state's top cop and the State government heats up and morale
levels in the force have sagged to a new low. (GT)

CLEAN UP BEACHES: NARVEKAR: Deputy Leader of Opposition Dayanand Narvekar
has urged the State government to take immediate measures in the coastal
areas in view of the ensuing IFFI event and Exposition of St Francis Xavier
in Goa. In a letter to Tourism Minister Matanhy Saldanha, he said that the
coastal areas will bear the brunt of tourists in view of the upcoming events
and feared that the fragile infrastructure would collapse if no urgent steps
were taken to improve the same on war footing. (GT)

RS.1,32,759 IS ALL IT TOOK FOR ISIDORE TO WIN POLL: The newly-elected BJP
MLA from Poinguinim, Isidore Fernandes, has sought to make everyone believe
that money hardly played any role in his election. In fact, he has shown a
meager Rs.1,32,759 lakh as his total expenses incurred on the bye-election.
Incidentally, his election expenses do not come near the half-way mark of
the expenditure ceiling of Rs.5 lakh. (H)

VILLAGERS EXORCISE 'GODWOMAN': A 'godwoman" (Amma) staying at Talewada,
Veling, had to beat a hasty retreat and quit the locality, after the
villagers got angry with her after she sacrificed an animal at her flat. A
self-proclaimed godwoman, Amma called herself an "avatar" (incarnation) of
Goddess Durga. (GT)

COURT PERMITS CARRASCO TO OFFICIATE: Even though the councilors at the
Mapusa Municipal Council expressed their no-confidence in Michael Carrasco
as the Council chairperson and voted him out of office, it now appears that
the issue will be decided by court of law. The court stated that Mr Carrasco
be permitted to officiate as council chairman till further orders. (H)

HANDICRAFTS FAIR IN MARGAO: Minister for Power Urban Development & Mines
Digambar Kamat will inaugurate in Margao, on 29 October, at the BPS Sports
Club a traditional handicrafts and handlooms fair craft Bazaar '04 organised
by the Madhya Pradesh Handicraft & Handloom Development Corporation Ltd.
Maharashtra, Rajasthan and Tamil Nadu will also participate in the
programme, which will be held from 29 October to 7 November. (GT)

ORLIM DY SARPANCH: Vaishali Vinod Naik was elected as the deputy sarpanch of
5-member Orlim Panchayat on Wednesday. Earlier, she was a panch. Her name
was proposed by sarpanch Chagas Diniz and seconded by panch Anju Braganza,
whose resignation has caused the vacancy. (GT)

ILLEGAL CONSTRUCTION AT SALVADOR DO MUNDO: Illegal constructions have been
mushrooming at Salvador do Mundo and since most parts of the village are
covered by dense vegetation the unauthorized constructions have gone
unnoticed until recently. (H)

BONDLA HAS NO LION: Ironically, the king of the jungle - Lion - is
conspicuous by his absence (at the Bondla Wild Life Sanctuary). The one that
was present died a year back and lack of efforts on the part of officials
here have deprived the wild life enthusiasts - particularly the children -
of having a glimpse of the lion. Worse still, a male bear at the sanctuary

EXTRA VIGILANCE AT DABOLIM: In a bid to stop the exploitation of young
ladies, who leave Goa, to work in the Gulf as maids, immigration authorities
are keeping a strict vigil over passengers flying out of Goa from the
Dabolim International Airport. However, this has not gone down well with
passengers especially those flying to the Gulf who have voiced their concern
over the manner in which the authorities scrutinize travel documents. (H)

TIATR CONTEST ON NOV 15: The VIth annual all Goa tiatr competition organised
by Vandana Productions, Borim, in collaboration with Fundacao Oriente, will
begin on November 15. Rs.10,000, Rs.9,000 and Rs.5,000 will be awarded to
the best performances, besides individual prizes. The prizes have been

KALA MAHOTSAV GETS POOR RESPONSE: The state government's much publicised Goa
Mahtosav in New Delhi received poor response from Delhites as the State
government authorities in the national capital failed to give proper
publicity and create environment to attract Delhi residents to the festival.
Though, the Minister for Art and Culture, Mr Ramrao Dessai, opined that the
festival is aimed at erasing the wrong image being projected of Goa that it
is a land of merry-making and feni, the local organiser - Goenkarancho
Ekvott, co-host of the festival - presented miniature feni bottles as
mementos to the visiting dignitaries and members of the press. (NT)

GOA IMPRESSES NEPAL QUEEN: The visit by Her Royal Highness Usharaje Rana,
queen of the Royal family of Nepal at Fernando's Nostalgia, a traditional
Goan restaurant, at Uzro, Raia, last week would have gone unnoticed if not
for the blowing of the trumpet that excited the customers. HRM Usharaje was
accompanied by her husband Pasgupati Shanshare JB Rana, seven and half years
old grandchild Bhowani Khemba and other family members. The queen said the
setting at the restaurant, which she said has a rustic traditional Goan
look, surrounded by a natural setting, thrilled her. She and her family not
only appreciated the ambience and nostalgia but also enjoyed some of the
traditional Goan cuisine. (GT)

SESA GOA IN FORBES GLOBAL LIST: As many as 24 Indian companies, including
Sesa Goa, have made their way to Forbes Global's list of 100 'best under a
billion' companies in Asia Pacific. Leading the pack are IT companies I-Flex
Software and Satyam Computers. The list has the highest number of entries
from India for the Asia-Pacific region. (H)

FIRE AT PRINTING UNIT: A blazing fire in a rexin printing unit at the
Kundaim Industrial Estate caused a massive loss of Rs.20 lakh even as it was
gutted on October 27 afternoon. (GT)

CAUTION NECESSARY ON TOURISM FRONT: State tourism ministry's decision to
contain the growing menace of shacks, legal or illegal, on the sands of the
Goa beaches, is welcome. However, what Tourism Minister Matanhy Saldanha
must do immediately is to guarantee safety to the visitors, particularly
women, to these beaches. It is unfortunate that most of our beaches
otherwise known for their pristine purity hitherto, have been reduced to
bastions of sex and drug trafficking lately. (Edit in GT)

GOA FOR WHOM? Is Goa for the Goans? Judging by the amount of land being
given away to non-Goans, jobs being filled by outsiders and roads full of
tourists from neighbouring States and from overseas, it appears that Goa
does not have any Goans. A moot case would be the Ambedkar Awaas Yojna
Scheme, which has thousands of non-Goans rushing to fill in the forms. Yes,
does this new scheme help the sons of the soil or is it detrimental to

MY FAVOURITE BEACH: Perhaps no other Indian village has been as immortalized
in literature, films, song and dance as much as Calangute; and, perhaps, no
other village has fallen from grace in the shortest span of time. Such a
pity! Calangute, I weep for you, though from a distance. How the beauty has
fallen? You are far from the demure but divinely beautiful teenager I used
to know in the 70s. I thought you'd bloom into a mature, beautiful woman,
tender and loving; that even after facing growth crisis you'd still retain
that familiar smile, the sensuous looks and that glitter in your eyes. Bus

3 GOANS AWARDED CIIIL CERTIFICATES: Three Goans - Leonov Vasco da Gama,
Savio D'Souza and Subash Lotlikar - were awarded certificates by the Canada
India Institute Industry Linkage Project recently at the 'Showcase
Conference' held at the National Institute of Oceanography at Dona Paula.

FR ARCHIE, THE PLAYING PRIEST: Music runs in the blood of Fr Archibald
Fernandes, the sole Goan priest who helped form two big time bands - Green
Sleeves and Cascades - both ruling the dance scene in Goa for several
years.Genetics as well as environment seemed to have conjured up the rare
mix of habits and talents in Fr Archibald Fernandes, who was born in Tanga,
Tanzania, on 29 August, 68 years ago. Music and education is the rare
combination of his ministry as a Fransalian priest.Fr Archie concedes that
balancing his priestly vocation and playing for a commercial band was
certainly not cakewalk. (GT)

chalked out hard fought victories over their rivals in the qualifying round
matches of the Durand Cup Football tournament in New Delhi. BSF overcame
Assam Regiment 2-1 while Signals (Goa) ousted MEG, Bangalore, 3-0 in a
