Chris, There is the US constitution is an ancient document.

Soon after independence, Tanzania provided free
medicals and drugs to all it's citizens. The rational
being, first defend the (poorer) peoples health, then
their property.

In the US, it seems that the thinking is: Use the poor
peoples health/lives to defend our property.
