The directions were issued in an interim order passed by the bench of the High Court after it heard a petition moved before it by Advocate Shanti Fonseca on behalf of a prisoner Richard Rodrigues, who highlighted various issues pertaining to alleged harassment, discrimination and corrupt practices on the part of jail officials which prompted him to file the petition in June this year. (H) BUDDHADEV WANTS CENTRE TO RECONSIDER GOA AS PERMANENT IFFI VENUE: With the works for giving final touches to the infra-structure projects for hosting the IFFI in Panaji in the final stage, some element of uncertainty has cropped up over Goa remaining as the permanent IFFI venue. The West Bengal Chief Minister, Mr Buddhadev Bhattacharya, has quoted the Union Minister of Information and Broadcasting, Mr Jaipal Reddy, telling him that the Centre would re-consider the decision of Goa being the permanent venue for IFFI.Mr Bhattacharya opined that Kolkata should also be given opportunity to host IFFI. (NT) GOVT HOUSING SCHEMES: Tourism Minister Matanhy Saldanha has called for a thorough study vis-à-vis the implementation of all government housing schemes to ensure that housing colonies do not turn into slums. "Many of the housing colonies resemble modern slums like in Sancoale. "This must be avoided at all costs to save Goa from disaster," he told Herald on November 2. (H) MULTIPLEX CONTRACT ISSUE: BJP Goa unit president, Rajendra Arlekar, on November 2 dared the Congress to file criminal proceedings against Chief Minister, Manohar Parrikar, in connection with the contract for construction of the multiplex for the International Film Festival of India. Addressing a press conference, Arlekar claimed that there was "complete transparency" in the dealing with the contractor of the multiplex. He also added that the project was built on Build, Own, Operate and Transfer basis. (H) INOX LTD WILL BE OPERATING MULTIPLEX THEATRE: ARLEKAR: The president of the state unit of the BJP, Mr Rajendra Arlekar said that Inox Limited would be operating the city multiplex theatre complex on a revenue-sharing basis until a decision is taken to award this work to another concern through a tendering process in January/February next year. Three persons were arrested in these raids and later released on bail. (NT) NAME NEW CONSTITUENCY AS PENHA DE FRANCA: While resolving that their Penha de Franca panchayat be excluded from the Panjim PDA, residents have also insisted that Penha de Franca, and not Porvorim, be the name of the proposed constituency. These resolutions were passed at a recent Gram Sabha of the Penha de Franca panchayat at the Community Hall, Alto Betim. Presently the premier city library is located in the Institute Menezes Braganza building. The new venue will help in both, the preservation of old books as well as documents in the possession of the library and strengthening the library movement in the State. (NT) NUVEM LOCAL GETS 7-HR RI FOR HOMICIDE: The Sessions court on November 3 sentenced one Agnelo Ferrao of Nuvem to seven years rigorous imprisonment for culpable homicide not amounting to murder.In this case, one Francisco Colaco succumbed to stab injuries inflicted on his chest, while one Jose Mascarenhas sustained injuries on his back. The incident occurred on October 23, 1999, over a scuffle at the house of accused Agnelo and Ms Anarita Ferrao, arising over sale of petrol. (H) STAMP DESIGNING CONTEST: The department of Posts will be organizing a 'Design a Stamp' Contest 2004 for school children up to the age of 17 years. The competition will be held in the premises of Head Post office at Panaji on November 14. The subject for the contest is 'Festivals or Celebrations'.
