To, The Chief Secretary, And Chairman of the Goa Coastal Zone Management Authority, Government of Goa Secretariat, Porvorim.
Subject:- CRZ Clearance for the new bridge opposite the old Secretariat in Panaji.
Dear Sir,
We are enclosing herewith two newspaper cuttings dated 5th November, 2004, regarding the opening of the new bridge near the Secretariat, excerpts of which read as follows:
Navhind Times: "A press note released by the Entertainment Society of Goa constituted for the International Film Festival of India (IFFI) states that GSIDC has not reclaimed any area under the bridge and the bridge stands on 59 piles and 24 spans."
Gomantak Times (Goa Skyline).
"While all required permissions and sanctions were taken by the GSIDC to construct this bridge, care has been taken to ensure that no environmental or any other damage is caused, states an IFFI press note. The GSIDC has not reclaimed any area under the bridge which stands on 59 piles and 24 spans, the press note adds."
On 22nd September, 2004, we addressed a letter to the Member Secretary of the Goa Coastal Zone Management Authority referring to the permission issued by the GCZRMA under ref. No. GCZMA/N/339/PNJ dated 7th April, 2004, for execution of works subject to certain conditions, two of which read as follows:
(6) No obstruction should be caused to the discharge outlets
of storm water drains.
(7) All constructions, projecting beyond the existing built up
river bank such as cantilever wooden decks, walk ways and
extended promenade should be supported on pile foundations,
without resorting to the "Filling/reclamation" of inter tidal area.Moreover, the Report dated May 2004 of the National Institute of Oceanography clearly states that the construction will be on pile foundation and all the construction debris, bunds etc. should be removed on completion of construction to clear the obstruction for the water flow.
We also enclosed photographs along with the said letter showing the mud that was dumped in the river, the concrete that was poured over the mud and the girders that were laid over the piles.
We sought by our said letter to know from your Authority, as to how the mud filling that existed below the concrete bedding was going to be removed in order to adhere to your conditions and in compliance of the report of the NIO.
We are sorry to state that we received no reply from the Member Secretary. Thereafter, we send in our reminder on 4th October, 2004.
The undersigned was given to understand thereafter by Dr. Arvind Untawale, member of your Authority on telephone that the matter was discussed in the CRZ committee meeting and the contractor assured to remove all the mud dumped in the river with the help of high pressure pumps.
After the above press note was issued by the Entertainment Society for the IFFI, our technical team inspected the site and were shocked to find that no mud had been removed. This can be verified by your Authority.
In view of the above and since the matter is of public interest, we would like you to clarify on the same at the earliest as the Press Note issued by the Entertainment Society of Goa, which has no authority whatsoever in such matters, amounts to misinformation to fool the people.
