Indian team in France over extradition issue
 
New Delhi, Nov 15 (PTI) A three-member delegation led
by Union Home Secretary Dhirendra Singh is in France
to take up the issue of handing over of two French
nationals wanted by the CBI in connection with the
Marine Spying case of 1996. 

Besides Singh, CBI Director U S Misra and Deputy
Inspector General of the investigating agency P Kamraj
are also part of the delegation which would apprise
the French authorities about continued court evasion
by Clavel Francois and Phillpee Elle, an official
spokesman said here. 

The two were released at the instance of French
Mission in India which had promised about their
presence as and when required by the court. 

Seven persons were caught by the Kerala police on
January 11, 1996, while carrying out a survey off
Kochi without any authorisation from the official
agencies. 

Subsequent investigation of the case by the CBI
revealed that the survey was intended to gather
information regarding India's naval operations in the
southern command. 

The arrested had initially maintained that the survey
was aimed at establishing an aquaculture unit in
Kerala. Later they changed their version and said it
was intended to unearth a wrecked ship. 

The delegation would take up the issue of extraditing
an accused involved in the Goa child molestation case
and deportation of main accused in the Rs 1000 crore
Indian Bank scam M Vardha Rajalu. 

Wanted for running child sex racket 

The delegation would be pressing for extradition of
Dominique Sabire who was wanted by the CBI in
connection of running a child sex racket in Goa. 

Under the guise of running an orphanage called Gurukul
in a village near Colva beach in south Goa, Sabbire
along with other foreigners and residents of Goa was
allegedly sexually exploiting destitute children and
selling them to other paedophiles. 

The Goa police's lackadaisical attitude was exposed
when one of Sabire jumped bail and fled the country in
2000 after being arrested in Delhi in 1996. 

The case was handed over to the CBI and subsequently,
the CBI chargesheeted altogether seven foreigners,
including Sabire. 

Apart from this the delegation would also visit the
Interpol headquarters at Lyons in France during which
talks for further strengthening of co-operation
between Interpol-India would be held. 

Besides visiting different Departments of the Interpol
and interacting with the Heads of these Departments,
the Indian delegation will be briefed about
international efforts to tackle organised crimes,
extradition or deportation of fugitives and the menace
of human and drug trafficking.

During the visit, Misra would request the Interpol to
make the Communication System more effective and its
